What can go wrong on the 20 residential & commercial plots

Earnest money is forfeited if you win and then miss the first payment — ₹121.87 lakh to ₹732.43 lakh across these 20 plots. Pay 25% of the bid within one week of the allotment letter (one month where the reserve is above ₹5 crore); miss it and the bid is cancelled and the earnest money is kept. A bid cannot be withdrawn once made, and the brochure fee is never refunded. If GDA later finds the allotment was obtained by concealment or misstatement, or that any term has been breached, it cancels the allotment, takes back the plot and any building on it without compensation, and keeps 25% of the total cost.

If you pay the balance in instalments

Plan B spreads the remaining 75% over 10 half-yearly instalments (reserve up to ₹5 crore) or 14 (above it). The rate is the State Bank of India MCLR plus 1% if you take no loan; if you do, it is your lender’s rate plus 1%. Miss instalments and 2% compound penalty interest applies; go three consecutive instalments without paying, or leave any amount unpaid for three months, and GDA cancels the allotment, forfeits the earnest money, deducts interest on the defaulted amount and returns only what is left, without interest.

Costs on top of your bid

A 12% lease-rent and freehold charge is added to the winning rate and is payable with the property cost. Corner, park-facing and 18 m-or-wider-road plots each carry 5% more, and 12% more where all three apply. Stamp duty and the registration fee are the buyer’s. Until the scheme passes to the municipal corporation, GDA charges monthly maintenance per square metre: ₹5 residential, ₹7.50 institutional, ₹10 commercial, ₹2 community facilities and schools. Above ₹50 lakh the buyer deducts 1% TDS against GDA’s PAN AAALG0072C.

What you are buying on the 20 residential & commercial plots

These 20 plots are allotted freehold and sold “as is where is” — inspect before bidding, because GDA will not consider objections during or after the auction and takes no responsibility for further development. Areas are estimated: up to 10% more than the allotted area is payable at the auction rate once the final site plan issues. If a court later raises the land-acquisition compensation, the buyer pays a share in proportion to plot area. If GDA cannot hand over possession, the whole amount comes back with simple interest.

The 4 education & healthcare plots are leased, not sold, and carry their own conditions

These four run on their own brochure and differ from the other 20 on almost every term. They are allotted on a 90-year lease, not freehold, and where GDA judges the area needs developing it may run water, sewer and power lines under and over the plot. Bidders must be an eligible individual, or a firm, trust, company or society registered under the Companies Act or another Act — never an unregistered firm, a proposed company or a HUF. The hospital plot is limited to a doctor recognised by a national or international body, or a company, society or firm formed to run a hospital; the education plots to people or bodies whose main object is education and social work. Across both kinds, recognition must be produced within a year of allotment, the bidder needs the means to build and run the institution, and the institution may not be run on communal or caste lines. On an educational institution, GDA’s Vice Chairman or their nominee joins the managing committee as a special invitee.

What the education & healthcare plots cost you if it goes wrong

The same brochure prints two different first-payment deadlines: clauses 6.2ए and 7.3 say 25% within 30 days of the allotment letter, while its own Plan A and Plan B say one week (reserve up to ₹5 crore) or one month (above). Either way, missing it forfeits the earnest money — ₹159.95 lakh to ₹1,064.23 lakh here — and cancels the allotment. Register the lease deed within 30 days of paying, or pay ₹500 a day for up to 30 more days before cancellation. Withdraw within a month of allotment and GDA keeps 50% of the deposit. Build within three years of the lease deed — up to two more years can be bought at 2% a year of the higher of the circle and sector rate — or the lease is cancelled; use the plot for anything but its allotted purpose and GDA re-enters. A single bid is normally not considered at all. If a court order blocks possession your money comes back without interest, where the other 20 plots earn simple interest whatever the reason.

Know the forfeit. Win, then miss the 25% payment due one week after the allotment letter (one month above a ₹5 crore reserve), and the bid is cancelled and your earnest money — ₹121.87 lakh to ₹732.43 lakh on the 20 residential and commercial plots — is kept. The four education and healthcare plots carry their own deadlines.
Budget above the bid. A 12% lease-rent and freehold charge rides on the winning rate, corner/park-facing/wide-road plots add 5% each, and 1% TDS applies above ₹50 lakh.
Inspect first. Plots go “as is where is”; GDA hears no objection during or after the auction and is not responsible for further development. Stamp duty and registration are yours, and GDA charges monthly maintenance until the scheme passes to the municipal corporation.
Areas can move. Up to 10% more than the allotted area is payable at the auction rate when the final site plan issues.
Check for changes. GDA issued two corrigenda against its previous round. Re-read the notice board before you pay.
