Old Kaleswararao shops NB13 and NB14 show 1:00–3:00 PM IST in portal records 28572/28573, but 3:00–5:00 PM IST in their PDFs, all on 13 October. Portal descriptions call all shops ground-floor. The annexures place KBN shops 46/49/50/52/53/54, New Market FF3/FF6/FF46 and the eight Old Market SB shops on the first floor. Each affected shop below shows both descriptions. KBN shop 54’s attachment also ends with an unrelated SB34 description, although its notice and priced annexure name shop 54.

Yes. The terms charge ₹2,000 plus ₹360 GST (₹2,360), and the portal’s checklist asks for the receipt, even though another portal field says “No”. There is also a ₹1,000 registration fee plus 18% GST. The Service Charge field shows 0.5 without a unit or calculation base. Confirm that charge with VMC or Andhra Pradesh Technology Services (APTS).

Who is eligible and which documents are required?
The shops are offered under the General Category. People previously allotted a reserved-category VMC shop, and their family members, are ineligible; bidders with VMC dues are not considered. The portal requires Udyam/MSME/Udyog Aadhaar registration, Aadhaar, PAN with income-tax returns, EMD evidence and the document-fee receipt. The terms also require a Digital Signature Certificate, GST registration, six-month bank statement and photographs, although some portal checklist fields are optional. What does the successful bidder pay beyond goodwill?
Pay the balance of accepted goodwill within 30 days of the allotment notice, after Standing Committee approval. Fixed monthly rent is due by the 5th. You also pay six months’ rent as security, adjusted against the lease’s last six months, and provide a bank guarantee for one year’s rent, valid for three years. The terms charge 18% GST on goodwill, security and rent, other statutory levies, a ₹15,000 electricity deposit and subsequent utility charges. Late rent attracts a stated 2% penalty; three unpaid months can end the lease without notice. Renewal is not promised and requires three months of enhanced rent in advance.

Can VMC demand more money or refuse a refund?
Clause 13 permits the Commissioner to demand an additional payment on the lease, which the bidder must pay. It is refundable only after the lease ends and the Corporation’s records are audited, without interest. Special condition (h) requires the full lease amount in one instalment and says payments once made are not refunded except on administrative cancellation. Clause 21 describes offered goodwill as a non-refundable deposit payable with GST. Confirm the payment channel and instructions with VMC; other condition 7 refuses cheques.

What are the withdrawal and forfeiture conditions?
Bids remain valid for two months from the auction’s close and cannot be withdrawn. Withdrawal or failure to proceed can forfeit EMD and lead to a one-year blacklist. Missing the balance-payment or lease-signing requirements also risks forfeiture. Single bids are not accepted. VMC may take back a leased shop for development on 15 days’ notice without refunding payments. It may accept or reject any bid, including the highest, without reasons; withdraw a shop before or after allotment without prior notice; or negotiate after opening. If a bidder is later found ineligible, VMC can cancel the lease and take back the shop without notice. Sub-letting and unapproved alterations are prohibited. Inspect before bidding: the terms reject later condition or measurement disputes.

October records absent from the running and upcoming lists
At 10:15 PM IST on 14 October, the day after the 13 October auctions, the public platform’s running and upcoming lists no longer showed these 26 shops, and none of them had a corrigendum. VMC’s separate shop auctions for 16, 21–22 and 27 October remained listed. No shop-level bids, successful bidders, allotments, cancellation or reoffer were found. In September the same shops left these lists after their auction and were reoffered two days later, so this observation does not establish the October outcome.

Later on 28 September, four more auction records added 20 second-floor shop slots at Sri Krishna Devaraya to notice N3-117510, increasing its inventory from the 29 initially recorded rows to 49 advertised shops. VMC has published a different notice, N3-117510, covering 29 shops at Vambay Colony, Garimella Satyanarayana I and II, and Sri Krishna Devaraya complexes.
