The notice sets this bidding rule: each shop is a separate forward auction that opens at the office-fixed goodwill printed in its annexure, and every later bid must be at least ₹5,000 above the highest bid. Across these 26 shops, goodwill runs from ₹1.36224 L – ₹12.88296 L. The shops measure 48 to 275 square feet. The goodwill is the published minimum; the notice’s bidding rule above controls which bids are valid, and neither predicts the price it will settle at. The second number is the Pre-bid Earnest Money Deposit (EMD) — here the shop’s own annexure figure, ₹34,100 to ₹3,22,100 — 25 per cent of its goodwill under special condition 5(i) — paid online through the APTS e-payment gateway. The terms publish no refund timeline for unsuccessful bidders. They say the deposit is forfeited to the Corporation’s general funds if the highest bidder withdraws a bid or does not proceed with the lease, and if the balance is not paid within 30 days of the allotment notice. Is there a document fee, and how much?

What does winning cost beyond the goodwill?

After the Standing Committee approves the tender, the balance of the offered goodwill — the offer less the deposit — is due within 30 days of the notice, in one instalment, in cash, demand draft or online to the Commissioner, Vijayawada Municipal Corporation; cheques are refused. Eighteen per cent GST applies on the offered goodwill, the security deposit and the rent. The security deposit is six months’ rent paid in advance and adjusted against the last six months of the three-year lease, plus a bank guarantee equal to one year’s rent kept valid for three years. Monthly rent is due by the 5th of each month with GST, and a late month carries a 2 per cent penalty; three months of unpaid rent ends the lease without notice. A ₹15,000 electricity deposit goes to the power utility through the Corporation’s engineering wing, and income tax and other statutory levies sit on top.

What can I lose after bidding?

A bid is an offer that cannot be withdrawn once placed. If the highest bidder withdraws or does not proceed with the lease, the Corporation forfeits the pre-bid deposit to its general funds, does not return it, and blacklists the bidder for one year. Missing the 30-day balance payment cancels the allotment and forfeits the deposit; failing to execute the lease agreement or take possession in time does the same. The Commissioner may withdraw any shop from the auction before or after allotment without notice, may resume a leased shop for development on 15 days’ notice without refund, and may cancel the e-auction without giving reasons.
