What “1,066 properties” means

What the UPAVP official auction materials say

The 5 November programme covers seven UPAVP zones, with registration and token money 21 October–4 November. Its single-bid repeat on 27 November is conditional.

What BiddingPulse covers

The comparison contains 1,066 unambiguous report entries, including 216 matched additions, and excludes two conflicting Ayodhya rows. The 1,088-row combined feed contains 18 separate 29 October lots and 1,070 November entries. Only the two November Firozabad entries lack detailed report amounts. Property plans, physical condition, title and possession have not been independently checked for every property.

Are these 1,066 newly released properties?

Current report and portal, compared by city, scheme, property number, area and price

No. This updates the same 5 November programme first recorded on 16 October. The 23 October portal comparison grew from 872 to 1,088 rows, with 216 added property keys and no removals or changes to shared portal-feed records; the authority report separately changes 137 scheme cells and 251 type/category cells on existing rows. Of the 1,088 rows, 18 belong to the separately covered 29 October auction; 1,070 belong to 5 November. The additions are Bijnor 144, Badaun 33, Shahjahanpur 33, Rampur five and Pilibhit one: 179 residential, 34 commercial and three institutional entries. All 216 match the detailed authority report, which now contains 1,068 rows, up from 852. After separating the existing conflicting Ayodhya pair, 1,066 entries remain in this comparison. This is an inventory enrichment, not proof of 216 newly released physical properties. Confirm built-versus-vacant status for all 54 existing rows re-described from houses to plots in Bahraich, Hardoi and Sultanpur.

Why are Ayodhya 1A/CP-01 and two Firozabad entries separate?

Their identity or authoritative financial terms need confirmation before payment.

Ayodhya: repeated plot number

  • Two current recordsBoth report rows say 1A/CP-01. Auction Id 72075 lists 9,023.07 sq m, Reserve Price ₹95,727, Total Cost ₹86,37,51,422 and Token Money ₹8,63,75,143. Auction Id 72076 lists 8,291.20 sq m, Reserve Price ₹91,168, Total Cost ₹75,58,92,122 and Token Money ₹7,55,89,213.
  • Earlier evidence is not a current correctionThe earlier authority schedule for the 18 October 2025 auction identifies the 8,291.20 sq m site as 1A/CP-02 and the 9,023.07 sq m site as 1A/CP-01. Its page 6 also warns that actual plot areas may change after drain construction; that historical warning does not establish a revised November area. The numbering suggests a current error, but does not authorise relabelling either November row. Obtain UPAVP’s corrected property number and terms. Both rows are excluded from the comparison and financial ranges.

Firozabad: portal-only entries

  • Suhag Nagar 4/UT-01 and 4/UT-02The portal lists areas of 77.45 and 67.93 sq m, respectively. Neither is among the 1,068 authority-report rows. Their current Total Cost, Token Money and report membership are unconfirmed; no total is calculated from the portal’s ₹88,704 Reserve Price field.
SourcesCurrent report IDs 72075/72076; earlier Lucknow-zone original rows 177–178; portal IDs 18983/18984

Who can bid or apply?

Requirements vary by property use and reservation. Register on the official portal and satisfy the selected property’s rules before paying token money.

Homes and residential plots

  • Age, citizenship and property limitsThe residential rules require an Indian citizen aged at least 18. Applicant/family limits include no residential plot or house in the same urban area, no more than one elsewhere in Uttar Pradesh, and no earlier UPAVP residential allotment in that city. Multi-storey flat allotments are exempt from the property limit; confirm that the selected unit qualifies.
  • ReservationsCheck the report label, including subcategories, and upload the reservation certificate under Other Document on the portal. An ineligible reserved-category bidder forfeits all token money; the advertisement says no later claim is accepted. The regulations allow reserved stock remaining after one auction to pass to general bidders. Confirm whether your selected property is still reserved and which income/category conditions apply.

Commercial, institutional and school property

  • Non-residential buyersIndividuals must be Indian citizens aged at least 18 on the auction date. Registered institutions, firms and companies may participate through an authorised representative, with certified authorisation, registration and memorandum/articles of association. Companies, institutions and societies cannot claim reservation. Follow the applicable licence and affidavit requirements in regulations 9–10 and pay the prescribed token money.
  • Educational landEligible registered firms, trusts, companies or societies under the specified Societies, Trusts or Companies Act Section 8 provisions must act through an authorised representative, have adequate finances and not be formed on a communal or caste basis. Recognition, use restrictions and education obligations also apply. Confirm any applicant-specific age, residency, income and professional conditions not settled by these general clauses.

What do Reserve Price, Total Cost and Token Money mean?

Report columns and matched examples 72627/72757

Use Total Cost to compare whole-property amounts and Token Money for the stated entry deposit. The report’s Reserve Price field can be a unit rate or a whole-property amount; it is retained with its original label and is not multiplied indiscriminately. For the Vasundhara 17H/433 EWS flat (third floor), 42.35 sq m, Total Cost is ₹29,40,600 and Token Money ₹1,47,030. For Shakumbhari Vihar 3D/INS-09, 1,170.45 sq m, the ₹52,300 per sq m reserve rate accompanies Total Cost ₹6,12,14,535 and Token Money ₹61,21,454. Printed totals retain the authority’s rounding.

What payment, refund and default terms should I check?

The applicable regulations and issued allotment demand control the payment route; Token Money is not the total payable.

Homes, plots and development sites

  • Residential paymentsFull payment within 60 days of issue of allotment, with deposit adjusted, carries a published 1% plot or 2% house discount. Residential plots require 50% initially and permit up to 72 monthly instalments. House terms depend on income category. Simple interest depends on the sale price: 9.5% up to ₹10 lakh, 10.5% above ₹10 lakh through ₹25 lakh, and 11.5% above ₹25 lakh, with two extra percentage points for late instalments; rates are revisable.
  • Other property and lossesGroup-housing and non-residential payments use separate value/area-dependent tables, with published 11% instalment interest and 13% late-payment interest where applicable, subject to revision. Highest-bid withdrawal, refusal or nonpayment can forfeit the whole token; refusing non-residential property after full payment can deduct the entire first-stage payment. Deed costs and taxes are additional; do not add reserve-formula components again.

School land

  • Lease and paymentsSchool plots use a 90-year lease. Rules prescribe 10% token money, another 15% within six months before lease execution, then 75% in four annual instalments with the applicable interest after lease and possession.
  • Refund and operating conditionsNon-allotted applicants receive an interest-free refund within one month. Pre-approval withdrawal deducts 20% of token; cancellation requested within one month after allotment deducts 50%. Transfer/letting restrictions, recognition, pupil concessions, deed/possession deadlines and construction within three years apply. On application, the completion deadline may extend only to five years from physical possession (at most two extra years), with a 5% annual surcharge on the plot’s prevailing circle-rate value for school use.
SourcesResidential regulations 29–32 and 53(2); non-residential regulations 16–18 and appendices; school rules 8–15

How does the 27 November repeat work?

Advertisement single-bid box; authority index note

The advertisement schedules a repeat on 27 November only for properties retained after receiving a single bid on 5 November. It gives new applicants a separate registration and token-money window from 7–26 November. This is conditional: no retained-property list is established yet, and it does not extend entry for the main 5 November auction.

Is this the 29 October re-auction?

Separate November and October sections of the authority index

No. UPAVP lists the 29 October re-auction separately for properties retained after the 7 October sitting, with registration and token money from 9–28 October. The November advertisement has its own entry window and conditional repeat. It does not establish that its physical properties are newly released or that any October property is included.

What should I verify before paying?

November advertisement conditions 1–7; current report; property-specific regulations

The programme offers property as is where is and can change inventory for litigation or other unavoidable reasons. Match the report Auction Id to the separate portal ID, inspect boundaries, occupation, area basis, permitted use, access and current site/layout plans, and obtain the applicable payment demand. The report’s area column alone does not make every flat area a plot area or establish carpet area. The general notice requires an approved building plan and construction within five years of physical possession, with non-construction/time-extension fees payable if late. School and filling-station rules have separate deadlines. Condition 7 places decisions under UPAVP’s Property Disposal Regulations 2016. This comparison is not a title or possession investigation.

Is the property freehold or leasehold?

Residential regulation 28 (PDF p. 17); non-residential regulations 13 and 20 (PDF pp. 9, 15); school rule 7.1 (p. 2)

Residential plots and houses are freehold under residential regulation 28. Non-residential regulation 20 provides freehold disposal for most non-residential property, with school and community-centre plots on 90-year leases. Confirm the selected property’s allotment and deed terms; a property-type filter is not a title verification.

What is the non-residential instalment schedule?

Non-residential Appendix 5 (PDF p. 28), compared with Appendix 6 (p. 29)

Appendix 5 selects the band by the property’s reserve value, then applies payments to the accepted price. Up to ₹1 crore: 50% within three months of the allotment letter, adjusting the deposit, then 50% in 48 monthly instalments at 11%. Above ₹1 crore through ₹3 crore: 45% within three months, adjusting the deposit, then 55% in 60 monthly instalments at 11%. Above ₹3 crore: after the 10% token, pay a further 40% interest-free in four quarterly instalments within one year of the allotment letter, then the remaining 50% in ten half-yearly instalments over five years at 11%; late instalments carry two extra percentage points. Appendix 6 and special land-use rules have different schedules. Confirm the applicable route and current rate in the allotment demand.

Where can I get registration help?

November advertisement footer; registration/payment manual linked from UPAVP’s e-auction index

UPAVP’s programme advertisement lists toll-free 1800-180-5333 for property and registration information, on working days from 9:30 AM–6:00 PM IST. Its official index also links a registration and payment manual. The manual is an older interface guide; confirm current screens and the selected property’s payment instructions on the official portal.

Practical questions

How much token money is required?
The property-specific amount printed as Token Money in the authority report. Reserved-category ineligibility forfeits the whole token money, with no later claim accepted. Specified highest-bid withdrawal or default can also forfeit it. School rules carry separate deductions and refund periods. Check the exact amount for your property in the linked official auction materials before paying.
How do Total Cost and Reserve Price differ?
The official report publishes Total Cost and a separate Reserve Price for each property. Total Cost values range from ₹4,47,850 to ₹14,75,77,49,890. The Reserve Price column has no single confirmed per-square-metre basis across this inventory; verify the selected property’s bid basis in its terms. Both fields are reproduced as published, without calculating one from the other.
When are registration and bidding?
The deadline to register and pay the token money is 4 Nov 2026. Online bidding is scheduled for 5 Nov 2026, 10:00 AM–12:00 PM IST.
Where do I register and bid?
Register and pay the selected property’s token money through the official UPAVP process by 4 November. Bidding is scheduled on 5 November, 10:00 AM–12:00 PM IST; verify the lot and current payment instructions first. BiddingPulse does not accept registrations or payments.

216 inventory additions reconciled with the authority report
The authority report also re-describes 54 existing houses as Residential Plot: 32 in Bahraich, 19 in Hardoi and three in Sultanpur. Built-versus-vacant status needs confirmation. The 23 October feed adds 216 stable property keys to the same November programme: Bijnor 144, Badaun 33, Shahjahanpur 33, Rampur five and Pilibhit one. All 216 were matched to the authority report checked on 24 October, which grows from 852 to 1,068 rows. The verified comparison grows from 850 to 1,066 after excluding the same conflicting Ayodhya pair. Published Total Cost and Token Money come from that report; the feed alone did not establish them. Entry and bidding dates are unchanged. These are operational inventory additions, not proven fresh physical offers.

November property inventory and session hours verified
The 854 portal rows were first seen on 21 October at 5:25 PM IST. The full authority report was checked at 10:29 PM IST, and this page was updated later the same day. The portal lists 854 rows across 33 cities. All 852 authority-report rows were enumerated and matched: 850 have unambiguous property identities; two repeat Ayodhya 1A/CP-01 with different areas and amounts. Firozabad 4/UT-01 and 4/UT-02 appear only on the portal. The page adds the 850-property comparison and explains the unresolved entries separately. Bidding is scheduled 5 November, 10:00 AM–12:00 PM IST. This enriches the existing November programme; it does not establish new physical stock.

November programme recorded
UPAVP posted a separate seven-zone programme for 5 November, with registration and token money from 21 October–4 November. Its 27 November repeat is conditional on properties receiving a single bid. At the check, the November property-details heading had no linked list and the public property feed still listed the October reoffers. No November property count, amounts or session hours are claimed.
