When can I register and bid?
The notice lists 27 October 2026 for registration closing and 3 November for the e-auction. GDA’s homepage says registration opens 20 September; page 2 of the notice prints 29 September. The handwritten opening day on page 1 is overwritten and ambiguous. Both clear opening dates are past; the closing and auction dates agree. Neither source gives a registration cutoff time or auction session hours. Check the current scheme listing and any later GDA amendment before applying; do not treat the auction day as an all-day live session.

Where are the plots?
GDA’s official layout places Khorabar Township and Medicity at Khorabar on Deoria Bypass Road, Gorakhpur. The revised plan is dated 10 October 2023 and shows the wider project and its use zones. It is planning context; the current offer’s areas and combined GH-2 + 4 entry differ from older layout figures. Obtain the current GDA plot plan, approved use, boundaries and access for the exact offering before paying.

Is this a new scheme or a reoffer?
This is a reoffer of the remaining Khorabar Township and Medicity plots. The notice refers to the earlier registration period, 10 April–8 August 2026, and the 17 August auction. It now lists these 64 offerings for the current round. An earlier auction does not establish whether any particular plot sold, and the first observed date of this notice does not establish when the reoffer was launched.

Who can apply, and which medical qualifications apply?
The conditions require Indian citizenship, age 18 or above, the prescribed affidavit declaring capacity to make the required payments. They define family to include a spouse and minor children and allow joint names on a family or blood-relationship basis. For clinic-lane plots, the notice limits applications to people licensed to practise medicine or doctors registered with the IMA (Indian Medical Association). This clinic condition does not apply to every commercial or group-housing plot. Reserved applicants need the required category certificate.

Can I apply for more than one plot?
Across property types, the schedule bars participation in further plots once the first plot is allotted. General eligibility also limits allotment to one member or institution of a family. Clinic-lane registration is separately limited to one plot per person/family. For group housing, commercial township, commercial Medicity, hospitals and diagnostic labs, the schedule permits bidding on multiple plots through one category-wise registration. That permission to participate does not promise multiple allotments; read it with the first-allotment and family limits before bidding.

Which registration amount should I pay?
Use the general or reserved amount printed for your chosen plot, subject to GDA confirming your eligibility. The general conditions state 10% / 5% for plots up to one acre and 5% / 3% above one acre, excluding school and banquet-hall categories. Several large plots in the schedule nevertheless print amounts near 10% / 5%. Do not substitute a lower calculated percentage for the printed demand; obtain the payable amount in writing from GDA. The booklet is ₹1,000 including GST, separate from registration.

When is the balance due after allotment?
For the categories covered by the payment clause, plots up to one acre require 25% allotment money within 45 days of the allotment letter and the balance within 90 days, without interest. Above one acre, the printed deadlines are 60 days for 25% and 120 days for the balance. School and banquet-hall categories are excluded from this clause; no banquet-hall row appears in this schedule. Obtain the school’s applicable payment plan and confirm how registration money is adjusted. Late payment attracts the stated 21% annual penal interest.

Is the land freehold or leasehold, and what costs are extra?
The schedule specifies 99-year leases for hospitals, Ayush centres, paramedical-training institutions and schools. The general conditions also list a freehold charge of 12% of land value without resolving its application to those lease categories. This page therefore does not call all 64 offerings freehold. Obtain the plot-specific tenure and total demand from GDA. Other printed costs include a ₹1,000 booklet including GST, taxes and departmental fees, approvals at the allottee’s expense and a 10% corner premium where applicable; the schedule does not identify individual corner plots.

What is refunded, and what can be forfeited?
The terms do not allow a refund before the first day of the month following deposit. For an unsuccessful or ineligible applicant, or a change in construction/location, a refund requested within one year carries no interest and deducts ₹1,000 for administration. A highest bidder who fails to pay can lose the entire registration amount. False information or concealed material facts can lead to forfeiture of all money paid, cancellation and further legal action. GDA also reserves cancellation without giving a reason and scheme cancellation in special circumstances; those clauses state no automatic refund entitlement.

When is possession given, and what can be built?
No calendar possession date is promised. The conditions link possession to completion of development/construction, full payment and the applicable deed or lease formalities. Commercial property is allotted on an “as is where is” basis. Inspect the plot and match its approved use before bidding. Construction needs approved plans, subdivision is prohibited, and excess area or later court-directed price increases may require extra payment. Do not treat a clinic, school or group-housing plot as interchangeable residential land.

How are disputes handled?
For disputes over registration, allotment, possession, cancellation or construction, the notice appoints GDA’s Vice-Chairman, or an officer he nominates, as arbitrator under the Arbitration and Conciliation Act, 1996. It states that the arbitrator’s decision is final and binding. The notice also limits jurisdiction to Gorakhpur’s local courts.
