Which of the six programmes have flats available?
At 5:00–5:25 PM IST on 26 October, Yamuna Vihar listed 81 available flats. Every unit type in the other five programmes was marked Sold Out with zero available units. All six scheme cards still offered Apply Now; that button does not establish bookable stock. The figures below are published estimated costs. SourcesEach programme’s public detail table, checked 26 October 2026
These six programmes opened on 25 September. Their application end date moved from 25 October to 25 November. The extension continues the existing programmes; it does not establish a new launch or available stock. The flat list below records the 5:00–5:25 PM IST check on 26 October. Recheck the selected flat on PDA before applying.
Who can apply for these flats?
Rules 1–2 require an applicant to be an Indian citizen and older than 18. Online applications must be complete and include the applicant’s email and mobile number. Separate categories require separate forms and registration payments. The public rules do not specify a local-residency condition or a complete identity-document checklist; confirm the required documents and any joint-application conditions with PDA.
Category and ownership rules
EWS / SARALAnnual income must not exceed ₹3,00,000, supported by a competent tehsil officer’s certificate. An application without it is not considered.
Other categoriesRule 10 relaxes income limits and the restriction on buying more than one property except for EWS. It also removes reservation restrictions for the sale properties. The homepage FAQ separately excludes EWS and Sulabh Awas from its multiple-apartment permission; confirm applicability to the chosen category.
Employment preferenceRule 7 gives preference to central/state/local-body, bank, public-sector, water-institution and government/semi-government personnel. This is a preference, not an employee-only offer.
Bulk applicants
Applicant typesRule 9 expressly includes societies, companies/firms, individuals, developers and government/semi-government bodies and public-sector undertakings for bulk purchase.
Excluded stockEWS homes cannot be bought in bulk. Confirm with PDA the entity documents, the authorised signatory and whether the citizenship and age rules apply to an organisation.
The public Estimated Cost screens for B3 and B4 show ₹3,65,500 registration against ₹36,55,000 estimated unit cost. Their label says 5%, while those amounts work out to 10% (our calculation). The homepage FAQ describes 5–10% registration and 20–25% allotment amounts, subject to reservation. Registration counts towards the flat price under rule 8; no separate auction EMD is published. Confirm the payable amount, percentage and freehold basis with PDA before payment. Rule 13 says a flat is reserved after online registration money is paid; failure to pay within three days releases the reservation.
Which rebate and instalment terms apply?
The linked rules, homepage FAQs and B3/B4 Estimated Cost screens give conflicting payment information. Do not deduct a rebate or choose an instalment plan until PDA confirms the terms in writing for the selected flat.
Linked FCFS rules
Full-payment rebateRule 8 gives 6% within 45 days, 5% within 60 days or 4% within 90 days after allotment, with registration money adjusted.
InstalmentsRule 14 provides a five-year instalment request after 25% of estimated sale value, at the prescribed interest. Late payment adds 2% penal interest with annual compounding.
Personnel concessionRule 7 permits possession under a hire-purchase agreement after 25% for serving personnel or 50% for retired personnel, with the balance over up to seven or five years respectively, at prescribed interest.
Bulk rebateRule 9 gives 5% for 10–25 flats, 10% for 26–50, and 15% for more than 50. Full payment is due within 90 days; otherwise prescribed interest applies. EWS is excluded. The rules do not establish whether rebates combine.
Homepage FAQs
Full paymentThe FAQ gives a 3% rebate within 90 days, versus 4% in rule 8. It describes a 70% balance after registration and allotment amounts.
InstalmentsThe FAQ gives eight quarterly instalments over two years for LIG and above, or 60 monthly instalments over five years for EWS, at MCLR + 3.5%, from day 31 after the allotment letter. MCLR is a marginal-cost lending-rate benchmark set by each bank; the FAQ does not name the bank.
B3/B4 Estimated Cost screens
Payment optionsBoth public enquiry screens offer Cash Down or Installment. Their hire-purchase terms describe possession after an agreement and part payment, with the balance in monthly or quarterly instalments over a maximum of 10 years. The deed is registered after full payment.
Possession conflictThe hire-purchase wording differs from rule 12, which requires full payment and deed registration before possession for applicants outside the personnel concession. Obtain the applicable payment and possession terms in writing.
Yamuna Vihar: final cost
After-allotment pricingBoth screens say actual cost, including applicable charges and discounts, is supplied after allotment. The withdrawal deduction can already apply at that stage; see the loss conditions below.
Excluded feesBoth estimates exclude Registry and Court Fee.
SourcesFCFS rules, page 1 clauses 7–9 and page 2 clauses 12 and 14; public payment/rebate FAQs; B3/B4 Enquiry → Estimated Cost
Rule 15 deducts 20% of registration money plus applicable GST for withdrawal after allotment, returning the balance without interest. On the B3/B4 registration estimate of ₹3,65,500, the 20% deduction is ₹73,100 plus GST (our calculation). Both estimates say actual cost is supplied after allotment, when this withdrawal deduction already applies. After the flat agreement, it forfeits 25% of the flat’s total value plus GST. Rule 16 cancels applications or allotments and forfeits registration money for false or concealed information, forged documents or fraud. If such facts emerge after the sale deed, 50% of the sale value is forfeited and deed-cancellation proceedings follow. These are different stages and different bases; the 20% deduction is not 20% of the flat price.
Public price table and B3/B4 Enquiry → Estimated Cost; FCFS rules, page 2 clauses 12 and 18
The detail table labels ₹36,55,000 as Estimated Unit Cost without Free Hold Charges. The B3 and B4 Estimated Cost screens label the same sum as including Free Hold Charges. These conflict; confirm with PDA whether a further freehold payment applies. Rule 18 lists prescribed lease rent, corpus fund, service charges, GST and other charges, deed expenses and municipal, water and other departmental dues. Confirm which apply and whether they are included in the final cost. Both estimates exclude Registry and Court Fee. Rule 12 requires full payment and deed registration before possession outside the personnel concession, while both estimate screens describe earlier hire-purchase possession. Neither wording alone establishes the selected flat’s title or possession terms.
Which rules and dispute provisions apply?
FCFS rules, page 2 clauses 19–21
Rule 19 places court jurisdiction in Prayagraj district. Rule 20 requires the allottee to follow PDA’s allotment rules and government rules issued from time to time. Rule 21 says the PDA Vice-Chairman’s decision is final in a dispute.
FCFS rule 6; inspection FAQ; public brochure and floor-plan controls
Rule 6 offers flats as is where is and says PDA will undertake no work beyond repairs. The public FAQ lists site and sample-flat visits Monday–Saturday, 10:00 AM–5:00 PM IST; confirm access with the site supervisor before travelling. The general brochure and Yamuna Vihar brochure buttons returned unavailable on 26 October. The rules PDF remains accessible. This page makes no claims about layout or room sizes.
The chart counts only the 26 October Yamuna Vihar availability list. The other five schemes showed no available units; their published prices appear in the programme comparison.
At 5:00–5:25 PM IST, 81 specific flats were marked Available: 42 in B3 and 39 in B4. This is a dated source record, not a live booking feed. Open the official portal to recheck the selected flat.

Check each flat’s current record, estimated unit cost and published area details in the linked official scheme materials. The B3 and B4 Estimated Cost screens print ₹3,65,500 registration and label it 5% of ₹36,55,000, although the arithmetic is 10% (our calculation). The homepage FAQ gives 5–10% subject to reservation. Confirm the amount and freehold basis before payment. Registration and FCFS flat booking use the official PDA FCFS portal.

Practical questions
How much registration payment is required?
Both B3 and B4 estimates show ₹3,65,500 registration, conflicting with their 5% label; the arithmetic is 10% (our calculation). The homepage FAQ gives 5–10% subject to reservation. Confirm the payable amount and freehold basis with PDA. Check whether a property-specific amount applies in the current official scheme materials before paying.
When does FCFS booking start and close?
The portal listing schedules booking from 25 Sep 2026. The scheme closes 25 Nov 2026. First come, first served (FCFS), subject to the selected flat remaining available and the applicable registration payment. Recheck the selected flat in the public unit list before applying. Availability must be checked on the official portal; the announced count is not a live stock count.
Where do I apply for allotment?
Use the PDA Prayagraj FCFS portal at https://pda.property.upda.co.in/#/index.
What else should I know about this allotment?
From the official documents
The 81-flat inventory is a dated Yamuna Vihar subset, not a guarantee of remaining stock across all six schemes.
The table and B3/B4 estimates disagree on whether freehold charges are included. The area basis and final applicable charges require PDA confirmation.
