Eligibility, application costs and allotment terms
Check the income and ownership rules before choosing a scheme. Registration is for lottery allotment; it does not reserve a particular property.
Who can apply for EWS or LIG allotment?
Applicants must be Indian citizens aged at least 18. EWS requires income not exceeding ₹3,00,000; LIG requires income above ₹3,00,000 and up to ₹6,00,000, supported by a competent authority’s income certificate. Clause 3.50 does not expressly define the income period or whether it is individual or family income; confirm the certificate basis with MeDA. Joint applications are permitted only for husband and wife, not other relatives.
Ownership and prior applications
Family ownershipThe applicant, spouse and minor children must not own another house or plot in Meerut colonies developed by MeDA, the Housing and Development Board, improvement trusts, local bodies or cooperative societies. In such colonies elsewhere in Uttar Pradesh’s cities/urban areas, the limit is no more than one house or plot. Read clause 3.30 and affidavit clause 3 together.
One scheme and prior allotmentApply in only one currently advertised scheme. The prescribed affidavit also covers dependent relatives and previous MeDA registrations/allotments: if one exists, it requires consent to its cancellation when this application is accepted. Do not sign an inaccurate declaration.
Documents to prepare
Identity and paymentAadhaar, PAN, photo, income certificate, the applicant’s own bank details with IFSC and a cancelled cheque. Registration and later payments must come from the applicant’s own account; the credited date counts.
Affidavit and reservationUse the booklet’s prescribed notarised affidavit on ₹10 general stamp/e-stamp paper. Include the competent authority’s certificate for any claimed reservation and the age/disability evidence where applicable.

What are the application routes and published dates?
The booklet gives 4 November–3 December 2026 for online and offline registration. For that window, the official e-lottery portal lists EWS and LIG under Live Schemes; each category opens a matching mobile OTP login. The public cards checked on 5 November display 3 December at 12:00 AM (timezone not stated), while the booklet gives no closing hour. Confirm current acceptance and the online/bank-counter cutoffs with MeDA before applying; the printed dates do not establish that 3 December remains open all day.

Offline route
HDFC Bank, Surya Plaza, Garh Road, MeerutThe booklet directs applicants to this counter for the form. Attach a bank draft from your own account and the specified documents. If using a downloaded booklet, clause 4.10 requires a separate ₹100 booklet payment at that bank by cash or draft payable to the Vice-Chairman, Meerut Development Authority. Confirm counter hours directly.

How much is due at registration and after allotment?
General registration is 10% of the printed category estimate. Annexure 1 note 1 limits the 5% rate to SC, ST and OBC applicants; MLAs, MLCs and MPs; freedom fighters; government and security-service employees aged at least 50; employees of the UP Housing and Development Board, development authorities, Jal Sansthan, municipal corporations and local bodies; and ex-servicemen and their dependants. Disability or senior-citizen reservation alone does not qualify for 5%; applicants outside the note-1 categories pay 10%. The table gives ₹62,350–₹1,80,580 for general applicants and ₹31,175–₹90,290 for the listed reduced-rate categories. These are registration amounts for allotment, not auction EMD. For Shradhapuri Phase II LIG flats, use the printed reserved amount ₹65,628, rather than rounding it differently.
After the allotment letter
Within 90 daysBring the total paid to 20% of the final property value including applicable freehold charges, after adjusting registration money. This is not a further 20% on top of the registration payment.
Remaining 80%Plots: six half-yearly instalments over three years. Houses/flats: ten half-yearly instalments over five years. The booklet calls these flat half-yearly instalments, with annual interest of 7% for EWS and 9.70% for LIG. Obtain the actual demand and instalment schedule.
Full-payment option
Published concessionAfter the allotment-cum-instalment letter, full payment within 45, 60 or 90 days attracts 6%, 5% or 4% respectively on the basic price under clause 7.40. No concession applies to freehold/lease-rent amounts. Confirm the final demand before relying on a discount.
SourcesAnnexure 1, PDF pages 14–15; clauses 7.10–7.40 and 8.10, PDF pages 8–9
Which charges are additional to the estimated price?
The category prices are estimates, not all-in final prices. MeDA recalculates the allotted property from its actual area, location and applicable rate. Clause 5.20 adds 5% of land value each for a corner, park-facing position and a road at least 18 metres wide; all three together attract 12%, not 15%. The booklet provides 12% freehold charges for plots/houses and a separate 10% lease-rent basis for the land component of flats. Clauses 5.20–5.30 apply these charges to land value including applicable location charges, not automatically to a building’s entire estimated price; confirm the deed and calculation in MeDA’s demand.
Further buyer costs
Registration and servicesStamp duty, deed/document expenses, road cutting, water/sewer charges and individual water/electricity connections are additional. Municipal and other taxes apply from possession. Failure to take possession after notice can incur monthly watch-and-ward charges of ₹50 for EWS plots or ₹100 for LIG plots.
Later land-cost increasesClause 14.20 passes on increased land-acquisition compensation where applicable; unpaid amounts can be recovered as land-revenue arrears and are a first charge on the property.
SourcesClauses 5.20–5.60, 9.20–10 and 14.20; Annexure 1 qualification (PDF pages 4–5, 10, 12 and 15)
Clauses 6.10–6.40 and Annexure 1 note 1 (PDF pages 6–7 and 15)
The reservation table gives SC 21%, ST 2%, OBC 27%, legislators/MPs/freedom fighters 5%, government and security-service employees aged at least 50 years 5%, specified UP housing/development-authority, water-body and local-body employees 2%, and ex-servicemen/ex-Central Armed Police Force personnel and dependants 3%. These are the printed quota percentages, not an allocation of exact property numbers. Within each category, the booklet provides horizontal reservation of 3% for applicants with disabilities and 10% for senior citizens aged at least 60 on registration. Choose one claimed reservation category and supply the certificate; unfilled reserved allocations may pass to general applicants. Payment concessions are explained in the registration payment answer.
Can I choose a particular property, and when is the draw?
Clauses 3.40, 5.10, 5.80 and 14.50 (PDF pages 3–4, 6 and 13)
No particular plot, sector or pocket is guaranteed. MeDA will hold a lottery after registration and publish its date and venue through newspapers; the booklet does not give the draw date or promise individual notification. Clause 14.50 requires the original registration/application-payment receipt to attend. If more than one scheme allots a property to the same person or dependent family member, clause 3.40 permits retaining only one and provides for return of the other deposits without deduction.
What happens on withdrawal, late payment or default?
Before allotment, clause 11 provides return against the original receipt without deduction or interest within one year of registration, and 4% simple interest where the money has remained with MeDA for more than one year. After the allotment letter but before the next allotment payment, it deducts 5% of the registration/allotment deposit. After allotment payment but before possession, the deduction is 15% of the total deposited, with the balance returned without interest. No fixed refund-processing date is given.
Late payment and conflicting default rules
Interest and cancellationLate EWS payments attract 7% annual simple interest; LIG attracts 11.70% annual compound penal interest. Clauses 7.20–7.30 require the initial allotment amount within 90 days and allow one further month with the stated interest before cancellation.
Instalment conflictClause 8.20 says two or more missed instalments lead to cancellation, but clause 12(2) describes discretionary cancellation after three consecutive defaults and automatic cancellation after six. Obtain MeDA’s written clarification; do not treat the longer threshold as a payment grace period. Clause 12(3) expressly excludes EWS/LIG from its restoration/revival procedure.
Truthful declarations
False or concealed informationThe booklet and affidavit allow cancellation and forfeiture of registration/allotment money, deduction of 15% from other deposits and exclusion from later draws. Read the complete declaration before signing.

Ganga Nagar H flats F-03 and F-15 are 28 sq m in the individual list but 31.33 sq m in the price table. For Lohia Nagar LIG, F-pocketLMP-04 to LMP-08 are 45 sq m and L-pocketL-634/L-635 are 42.5 sq m, below the price table’s 50–67.56 sq m range. The records retain the individually listed areas and matching category estimates; they do not calculate a substitute price. Inspect the actual property and relevant layout before applying. For Pallavpuram, the individual list prints IMP-11/IMP-21 at 45 sq m while the appended layout uses LMP numbering; confirm the exact parcel match. A flat’s floor or bedroom count is not established merely by its letter prefix. Later amendments or draw information could not be verified through the authority’s notices/results indexes on 5 November; confirm the current terms with MeDA.

Practical questions
How much registration amount is required?
10% of the category estimate for general applicants (₹62,350–₹1,80,580); eligible groups pay 5% (₹31,175–₹90,290): SC/ST/OBC and the other categories listed in Annexure 1 note 1; disability or senior-citizen status alone does not qualify. These are allotment registration amounts, not auction EMD. Refund deductions depend on the stage: no deduction before allotment, 5% of the registration/allotment deposit at the intermediate stage, or 15% of total deposits after allotment payment but before possession. Read clause 11 and the separate false-declaration forfeiture rules. Check the exact amount for your property in the linked official allotment materials before paying.
When does registration close, and how does allotment work?
The booklet dates registration 4 November–3 December 2026. The portal displays 3 December, 12:00 AM (timezone not stated); the booklet prints no hour. Confirm both online and offline cutoffs with MeDA and complete registration before the final day. The lottery date is not yet established. MeDA allots vacant properties by lottery on an “as is, where is” basis. The draw date and venue will be announced after registration through newspapers; the booklet does not give a draw date. Applicants cannot demand a particular plot, pocket or sector.
