Is this FCFS allotment or an e-auction?
Live Auction ID 494; DADF LIST heading and clauses 1, 3–5, 20; property detail labels
The live public entry for Auction ID 494 and the Hindi PDF heading invite applications on a first come, first served basis. However, clauses 1 and 3–5 refer to auction, e-auction selection, committee approval and payment measured from an auction date; property records also use Auction Start/End and Reserve Price labels. The same heading and conditions were used for VDA’s April 2026 Dashashwamedh round, which its portal listed as an e-auction. These sources do not establish one consistent selection procedure for the current offer. Ask VDA’s property section on 9616536355 or 9580956031, or 0542-2280326 / vdavaranasi@gmail.com, to confirm the method, payment cutoff and whether a competitive bid is required before applying.
Who is eligible to apply for a shop?
Current property records, Reservation field; DADF LIST clauses 7 and final registration/contact paragraph
The ten public records are marked General, and the attached conditions direct applicants to register on VDA’s portal. They do not state a complete applicant-eligibility or document checklist, minimum age, nationality/residency rule, joint-application policy or permitted entity types. General is the inventory reservation label, not proof that every applicant is eligible. Obtain the current applicant requirements and permitted trade approval for your shop from VDA’s property section on 9616536355 or 9580956031 before paying.
What do the prices and registration amounts mean?
DADF LIST page 1 price headings and rows 1–10; property detail fields
DADF LIST publishes total shop costs of ₹13,10,945–₹35,07,491 and registration money of ₹1,31,095–₹3,50,749. The property portal labels the same figures Reserve Price and EMD. Keep the PDF’s cost and registration labels when budgeting, but confirm whether bidding can increase the price and what additional charges apply. The exact printed amounts, rather than a newly calculated 10%, are shown for each shop.
How are the balance payment and default deductions described?
Clause 5 requires registration money and staged payment, but its auction-based time origin needs confirmation for this FCFS-labelled offer.
Payment stages
- 10% registration moneyPay the selected shop’s printed registration amount.
- 25% within one monthThe clause requires a total 25% of the property value within one month of the allotment letter. Confirm the written demand and how the registration payment is credited.
- Full amount within six monthsThe source measures six months from the auction date, while the heading says FCFS. Confirm the start date in writing. Pay from the allottee’s own bank account using the designated bank draft, RTGS or NEFT route; payment from another person’s account is not accepted.
Default and refunds
- Late paymentFailure to pay on time automatically cancels the auction/allotment, forfeits all registration money and deducts 25% from the other money deposited.
- Unsuccessful applicantsClause 4 provides return of registration money without deduction or interest. False statements or concealment can separately lead to cancellation and forfeiture of the entire deposit.

Is the shop freehold and when is possession given?
DADF LIST clauses 1–2, 6, 11 and 16
The document provides a 90-year lease, not freehold ownership. Clause 1 offers the shops as is, where is and says no objection of any kind is accepted after the auction; inspect before applying. Buyers bear stamp duty, deed registration and documentation costs. Possession is given to the allottee only after the full amount in the allotment letter is paid and the agreement is executed. The allottee must accept the actual measured area, with payment adjusted for a changed area or shape. The lease expires at 90 years; renewal may be agreed under the rules with an increased lease fee, rather than being automatic.
Which businesses and alterations are restricted?
DADF LIST clauses 7, 12–13 and 17–18
Use is limited to the allotted purpose. Tobacco, alcohol, non-vegetarian food, dangerous or inflammable materials and prohibited products are barred; breach can cancel the allotment. The shop cannot be divided, demolished, rebuilt or altered, and business must remain within its boundary. Common areas, entrances, stairs and the roof must remain unobstructed; the Foundation retains their ownership and management. Confirm the proposed trade and shop condition with VDA before applying.
What ongoing costs and financing conditions apply?
DADF LIST clauses 5, 9, 12, 14–15 and 17–20
The allottee pays repairs, maintenance and generator charges imposed by the Foundation, electricity, water, municipal taxes and later tax increases. The source does not quantify those recurring charges. Clause 5 allows the Foundation to consider mortgage permission for financing, while clause 9 gives mortgage rights only after full payment and deed registration; obtain written permission and timing before relying on a loan. Unpaid taxes are recoverable with interest, penalties and collection costs. The Foundation can inspect the premises, apply amended rules and change a shop’s design and specification in special circumstances. Clause 20 makes its decision final in disputes about the auction and properties and reserves full decision-making power in special circumstances notwithstanding the regulations. Clause 19 places court proceedings in Varanasi.
What happens if the allottee dies?
DADF LIST clause 10, page 2
Legal heirs must produce a succession certificate and complete verification. Competing inheritance claims follow a competent court’s order. The affidavit’s named nominee can receive the shop; if there is no nominee and no legal heir, DADF may cancel the allotment.
