How does this differ from the November plot sale?
EOW advertisements of 15 and 16 October
EOW issued a separate commercial-property advertisement and 36-property annexure for this schedule. It includes buildings and bundled land interests and has different inspection and payment arrangements from the 3,654-plotfourth-phase sale in November. The two schedules are presented separately so their counts and deadlines are not mixed. The December timetable does not establish newly released stock.
Have these commercial properties been advertised before?
EOW 29 August advertisement, serials 4, 9, 10, 16 and 19; October annexure
Yes. EOW’s 29 August notice for a September commercial sale already names Charles Marriage Hall, Virudhunagar Barren Land 2, the 184.585-acre Villisery parcel, the 133.202-acre Chengalpattu bundle and Sannamangalam land with buildings. Their stated prices agree with this schedule. Earlier lists also identify other properties. Those records establish earlier marketing, not a sale outcome; a changed date or catalogue number is not treated as a new property.
EOW advertisement, deposit note and payment clause; MSTC programme registration
General bidders can register with MSTC and pay the selected lot’s pre-bid earnest money deposit. The EOW notice exempts eligible NeoMax depositors from pre-bid EMD under the court order; use EOW’s published status lists to check verified eligibility. Merely being an investor does not establish the exemption. Registration, identity verification and the later sale-payment conditions still apply.
Every MSTC lot description; catalogue header; EOW advertisement
The catalogue describes an e-tender cum e-auction. A buyer may quote once in the tender within the scheduled time. Tender submissions stop at 5:00 PM IST on 2 December even if competitive auction bidding continues. The auction header prints eight-minute extensions; no cap is published. The notice gives a ₹10,000 minimum increment. Check the live catalogue’s bidding mechanism before submitting an irrevocable quote.
What happens after the highest bid?
EOW advertisement, conditions 4–5; MSTC header and payment terms
The highest bid requires confirmation by the Madras High Court, Madurai Bench, which may accept or reject it, including on price adequacy. EOW says EMD is returned on rejection. For a confirmed sale, the notice requires the entire price within ten days of court confirmation, except for eligible NeoMax depositors bidding without pre-bid EMD; that exception does not state an alternative payment schedule. Missing the applicable deadline can forfeit EMD. Obtain the Court/EOW payment demand, including the depositor arrangement and MSTC’s 0.3% fee plus GST. Do not use generic zero-day payment fields to replace the signed notice.
What should I inspect?
EOW advertisement and property annexure; MSTC lot descriptions
Inspect the site and title documents between 21 October and 24 November. The properties are offered as is where is, on the title deeds available. Check survey parcels, measured extent, access, possession, occupiers, approvals, encumbrances and the condition and permitted use of any building. A resort, hotel, institute or marriage-hall name does not establish an operating business, current licence or vacant possession. Sannamangalam is labelled barren land while its description also includes buildings.
