What must be paid before bidding?
Register with MSTC and pay each lot’s pre-bid Earnest Money Deposit (EMD) one day before the auction: 21 October. Neither the lot notes nor municipal condition 3 gives an hour. MSTC credits the EMD only after receipt, so allow time for it to arrive. Shops require ₹4,00,000 or ₹5,00,000; the annual licences require ₹8,00,000 or ₹10,00,000. The published documents give no separate registration or sealed-tender submission cutoff; the catalogue labels this event “S-Tender Cum Auction”.

Security, service charge and the tax wording to confirm
After municipal approval, condition 11 gives 15 days to pay: shops require 12 months of the winning rent as Additional Deposit; annual licences require one year’s lease amount. Electricity security is extra. Shop lot pages label the Additional Deposit “12th Month Rent + GST”; condition 11 instead says 12 months, and the catalogue’s 100% post-bid EMD is across a 12-month quantity. Confirm the required security and count that post-bid amount once. Security cannot be used to settle monthly rent. Condition 19 deducts a non-refundable fee of 1% of 12 months’ winning rent plus 18% GST from the deposit and requires the bidder to replenish that deduction with the Municipality; confirm its basis for an annual licence. Condition 11 prints “(GST)-1%” without explaining what the 1% applies to. Conditions 15 and 22 require 18% GST on monthly rent. Ask the Municipality whether condition 11 refers to the same charge as condition 19 and how tax applies to the post-approval payment. The catalogue’s generic zero-day payment fields do not reproduce this municipal 15-day instruction.

When can money be forfeited or a licence cancelled?
An ineligible bidder discovered after participation loses the deposit and has the bid rejected. Failing to make the post-approval payments within 15 days forfeits security, triggers re-auction and excludes that defaulting bidder from the re-auction. Submit the lease agreement on ₹100 stamp paper with notarisation; failure can cancel the licence with council approval. Unauthorised alteration, damage or encroachment can bring a penalty, and failure to pay it can cancel the licence without notice. MSTC prohibits transfer or subcontracting; breach can cancel the award, forfeit the deposit and bring a penalty. The Commissioner may accept, reject, postpone or cancel an auction; the highest bid alone is not a confirmed lease.

Who can take part?
The catalogue marks Shops 9 and 26 “Reserve for PH - YES”; the other 56 shops are marked NO. It does not expand “PH” or say what proof is needed. Ask the Municipality whether you qualify before paying the ₹5,00,000 EMD for either shop. Clear all property tax, profession tax, water charges, rent, lease and other dues to Usilampatti Municipality before participating. A party opposing the Municipality in a court case, including a pending case, is ineligible. Government employees, local-body representatives and their family members cannot participate. The highest bidder must submit self-attested Aadhaar, address proof, Permanent Account Number (PAN) card, Goods and Services Tax (GST) registration and a recent passport photograph at the Municipality office.

Monthly rent plus 18% GST is due by the 5th of each month. Condition 16 provides a 5% annual increase and extension up to 12 years; the five amenity lots separately print a one-year lease, so confirm any renewal terms for those licences. The Municipality pays no interest on deposits. Electricity consumption, electricity security, stamp paper and notarisation are extra. Inspect during 1–21 October and raise discrepancies at least three days before bidding. The Tamil conditions also refer to further general and special conditions on the municipal website: obtain the complete current set and confirm permitted use, possession and renewal before committing.
