How can a bidder lose money?
If you give up the shop or stop paying during the nine-year lease, the Municipality can re-auction it and recover the whole shortfall from you, on top of keeping your deposit. Missing the deposit or agreement deadline also risks forfeiture and recovery of the re-auction loss. Late rent costs 1.5% a month. An unpaid, unused or locked shop can be taken back without notice. For 24 working hours after the auction, another bidder can offer at least 25% more and pay the required amount to trigger a re-auction. Undisclosed ineligibility can cost your deposit. Transfers and sub-contracts are prohibited. The Municipality or MSTC may reject or withdraw an offer even after acceptance, without giving a reason.

What must a winner pay, and by when?
The Commissioner must confirm the highest bid; an automatic MSTC email is not municipal confirmation. The Additional Deposit is 12 months of the winning monthly rent, plus the stated charges. October condition 10 allows 15 days from approval, but nine-year special condition 3 says seven days from the Municipality’s notice. Plan for seven days and confirm the applicable deadline in writing. The lot’s 100% post-bid EMD on a quantity of 12 months describes that deposit, not another 12 months to add to it. Pre-bid EMD goes to MSTC; other payments go to the Municipality. Ask for a balance statement showing how the retained pre-bid EMD is treated. Security cannot pay monthly rent. Bids remain valid for 60 days after closing, excluding the closing day, extended to MSTC’s next working day if needed.

Have these shops been offered before?
Most have. 134 were offered on MSTC on 25 August (catalogues 597593, 597594, 597595 and 597603) and 16 September (600129, 600132, 600133 and 600135), at the same monthly Start Prices and pre-bid EMDs as now. The other ten, in catalogue 598039, were let until their tenants gave them up in 2026; the council approved re-letting them on 16 July. No earlier MSTC round for these ten shops is established by the inspected catalogues. The council record also says the New Bus Stand shops were first auctioned in 2019, when winners bid high and then left without running them, leaving rent unpaid. Later rounds drew no bidders, so the council cut the deposit to ₹3,00,000.

What should a market or food-business buyer check?
All nine former market tenants gave the same reasons for surrendering: their shops were inside the complex with no easy way in, customers did not come, trade did not continue and they could not keep paying rent. They asked for arrears to be deducted from their deposits. This is the July council record, not a measure of today’s footfall. Use the 7–21 October inspection window to check access and nearby trade. New Bus Stand Shop 11’s former hotel tenant had paid rent up to date but said it could not keep operating. Nine-year general condition 36 permits stoves only in restaurant units; ask whether Shop 11 is one of the two restaurant units mentioned in council item 71 before planning a food business.

Who can bid, and which shops are reserved?
8 shops are marked PH reserved: New Bus Stand Shop 1; New Bus Stand Shop 30; Market B Block Shop 37; Market C Block Shop 2; Market C Block Shop 10; Market C Block Shop 28; Market D Block Shop 29; Market D Block Shop 36. The other 136 say NO. The catalogue does not expand “PH” or specify proof of eligibility; confirm both before paying for a reserved shop. Municipal condition 5 excludes people with unpaid municipal taxes, water charges, rent, lease dues or other charges, and parties to court cases involving Tiruvarur Municipality, including pending cases. Arrears must be cleared before participation. A winner must submit self-attested Aadhaar, address proof, PAN, GST registration and a recent passport photograph at the municipal office. Nine-year general condition 6 also asks every bidder to give the Commissioner PAN, GST certificate, Aadhaar, two photos and a municipal no-dues certificate the day before the auction, and get approval. Ask the Municipality whether this applies to MSTC bidding.

What is due before bidding, and how are refunds handled?
Pre-bid EMD is ₹1,45,000–₹46,10,000 per shop, due on 21 October 2026, the day before bidding. No cutoff hour is published. MSTC counts payment only after actual bank credit, so allow time for it to arrive. Registration must be completed before the auction starts; 21 October is an EMD payment date, not a published registration deadline. The highest bidder’s EMD is retained. Other bidders’ deposits return to their MSTC wallet, from which a refund request is needed to move money to a bank account. Deposits earn no interest.

What taxes, fees and running costs are listed?
Rent plus 18% GST is payable by the fifth of each month. Municipal condition 18 says MSTC deducts 1% of 12 months’ winning rent plus GST from the deposit, and the tenant must replenish that amount with the Municipality. Condition 10 separately prints “(GST)-1%” alongside the Additional Deposit and electricity security; its meaning and calculation base need written clarification. Do not treat it as a replacement for the 18% GST on rent. The tenant pays electricity bills. A notarised agreement on ₹100 stamp paper is due within seven days of the confirmation order; failure can lead to cancellation with council approval.

How long does the lease run?
The October conditions describe a 5% rent rise every year and extensions up to 12 years. The nine-year conditions they refer to set a nine-year lease from handover, with a 15% rise every three years and a consent letter due 90 days before each three-year renewal; without it, the shop is re-auctioned. There is no right to an extension. Ask the Municipality which applies before you commit. “12 Per Month” is the rent quantity used for the deposit, not a one-year lease. Unauthorised alterations or encroachment can bring penalties and cancellation. The tenant pays for repairs, and rent remains due during ordered epidemic or disaster closures. The Municipality can end the lease early for its projects.

What should I check at inspection?
The inspection window is 7–21 October 2026; no visiting hours are published. The lot pages name G. Ramesh, 7708271485, as the municipal contact. New Bus Stand shops are listed at Thanjai Bypass; market and Town Bus Stand shops at Thanjai Salai. Check the exact shop, access, usable space, condition and permitted trade. Printed dimensions are kept separately from printed areas because the catalogue does not explain its notation and some figures disagree. All measurements are described as approximate.

How do the separate sessions and bid increments work?
Each shop is bid for separately in its catalogue’s session. All times are IST. A bid in the last eight minutes extends that lot until eight minutes have elapsed without another bid; no extension cap is given. Lot tables print a ₹1 increment, while general term 17(iv) says ₹10 or its multiples. Confirm the operative increment on the live lot. Forthcoming catalogue details are tentative and may be amended. The nine-year conditions say changes are posted only on the Municipality’s notice board, so check it as well as the live catalogue before bidding.
