How can a bidder lose money?
A bidder found ineligible after taking part can have the bid rejected and deposit forfeited. A winner who misses the payment deadline loses the security deposit and the property can be offered again. Breaking the lease, transferring it or sub-contracting it can also cause cancellation, forfeiture and a penalty. Bids remain valid for acceptance for 60 days after closing (extended to the next MSTC working day if the last day is a holiday). Pre-bid EMD earns no interest. The Municipality or MSTC may reject a bid or withdraw a property even after acceptance. The highest bid and MSTC’s automatic email still need the Commissioner’s confirmation.

What does a winning shop bidder pay?
Municipal condition 10 requires 12 months’ rent as security, plus an amount equal to 1.18% of 12 months’ rent. The catalogue separately labels post-bid EMD as 100% of the winning monthly bid × 12 months, due 0 days from acceptance unless otherwise specified. Condition 1 mentions security when joining, while condition 10 addresses the winner: obtain the Municipality’s payment breakdown and deadlines before bidding. Do not add two separate 12-month deposits without that confirmation. MSTC can retain pre-bid EMD for adjustment against post-bid EMD, subject to the applicable terms. Once paid as security, it cannot substitute for monthly rent (condition 14). Monthly rent plus 18% GST is due by the fifth of each month. Apart from pre-bid EMD, payments go directly to the Municipality. Condition 20 says the lease is granted only after the full lease amount, service tax and income tax are paid with no arrears. Ask the Municipality what that covers for a monthly rental.

Have these shops been offered before?
Yes. All 27 shops in MSTC catalogue 598072, scheduled for 17 September 2026, recur here: New Bus Stand A16, A17, C5 and C6; all six Anna Statue shops; office-building shop 4; all eight Gandhimaidhanam shops; the six Kariyam Dhanushkodi Street shops; and both Natham Linga Street shops. Their starting monthly rents, EMDs, printed areas and floors match. The November lot pages change the bid increment from ₹1 to ₹100. The municipal conditions also changed. September’s had 18. November’s adds conditions 19 and 20, and condition 16 now allows either 5% a year or 15% every three years, and adds a renewal fee every three years. The two large bus-stand side shops and 56 Daily Market rentals are outside that earlier 27-shop catalogue; this does not establish their first-ever offering. We have not inferred a September sale result.

Who can bid, and what documents does a winner need?
Register with MSTC and pay the required EMD. Municipal condition 5 requires payment of all outstanding property tax, profession tax, water charges, rent, lease dues and other municipal dues. It excludes anyone who is a party to a court case involving Aruppukottai Municipality, including pending cases. A winner must submit self-attested copies of Aadhaar, address proof, PAN, GST registration and a recent passport photograph at the municipal office. Every current lot prints “Reserve for PH - No”; that flag does not remove the other eligibility conditions.
Municipal conditions 16 and 19 · lot quantity fields
How long can a shop lease run?
Condition 16 describes increases of 5% each year or 15% every three years under the applicable government order, renewals every three years with a renewal fee, and extension up to 12 years. This is not an unconditional 12-year award at the starting rent. The catalogue’s “12 Per Month” is the quantity used for the annual security calculation, not twelve shops or a guaranteed contract term. Condition 19 says the advance deposit for three-year lease items is adjusted only against the third year. Confirm the annual leases’ term with the Municipality.

How are EMD payment, refunds and bidding handled?
The lot notes and municipal condition 2 require pre-bid EMD one day before bidding: 3 November 2026, with no hour stated. Funds must actually reach MSTC. The highest bidder’s deposit is retained; the others’ deposits return to their MSTC e-wallet, with an EMD Refund Request needed to transfer money to a bank account. Each current lot prints a ₹100 increment, but generic catalogue term 17(iv) says ₹10: check the operative increment on the live lot. An eight-minute extension can repeat, so the listed auction closes are scheduled times.

What should I check during inspection?
The inspection period is 13 October–3 November. Check the exact shop, floor, usable space, access, permitted trade and repair needs; the catalogue treats measurements as approximate. Most lot pages name 8754175055 as the contact; the slaughterhouse gives 8754175056 and the toilet gives 8754175057. Both current catalogues read “Not Activated” when checked on 13 October, while publishing the November timetable. Confirm activation and the final lot terms on MSTC before bidding.

What is the “avenue receipt” lot?
Lot 30 is labelled “Thiruppuvanam head quarters avenue receipt - Annual Lease”. The catalogue calls it commercial immovable property, but names no identifiable premises, area or specific collection right. We list it but do not count it until the Municipality says what is leased. Its annual Start Price is ₹16,000, pre-bidEMD ₹1,000 and Additional Deposit one year’s lease amount. It shares the 3 November EMD day and 4 November, 11:00 AM–3:00 PM IST session. These amounts are not included in the shop rent or EMD ranges.
The 85 rentals include the Daily Market restaurant. Start Prices exclude GST. Pre-bid EMD and the winner’s security deposit are separate requirements; annual leases are listed after the shop records.

Practical questions
How much pre-bid EMD is required?
₹50,000–₹25,00,000 per shop, separate from monthly rent and post-award security. The highest bidder’s deposit is retained. Others receive it in their MSTC e-wallet and can request a bank refund through their MSTC login. It earns no interest; ineligibility or failure to honour the lease can lead to forfeiture. Check the exact amount for your property in the linked official auction materials before paying.
When are EMD payment and bidding scheduled?
EMD payment is due by 3 Nov 2026. The lot notes require pre-bid EMD the day before bidding, with no time of day stated. MSTC requires actual receipt of funds; this is a payment day, not a published registration cutoff. Bidding is scheduled for 4 Nov 2026.

From the official documents
The 85 rentals include 55 Daily Market shops and its restaurant. The slaughterhouse and men’s toilet are annual leases with separate terms.
A catalogue’s view or download date does not establish the first offering of a property.
What BiddingPulse checked
BiddingPulse checked all 88 lot pages in the two catalogues and both pages of the municipal conditions. Each lot’s pre-bid EMD table agrees with its payment note.
This page matches the 27 September shops by site, shop number, floor, printed area, rent and EMD. It does not infer which properties sold or why any were offered again.
