Khamgaon Municipal Council e-auction: 65 Chaupati shops and halls opposite the City Police Station
Khamgaon Municipal Council is offering 65 shops and halls built for the Chaupati opposite the City Police Station, bid on the notice’s अधिमुल्य (premium) rather than on rent; the lots are offered on the Government eAuction portal.

On the numbers
What “65 lots” means
What the Khamgaon Municipal Council notice says
Khamgaon Municipal Council is auctioning 65 commercial lots — 61 shops and 4 second-floor halls across three blocks — built for the Chaupati opposite the City Police Station. Premiums run ₹1.5 lakh–₹25 lakh and standard monthly rents ₹3,800–₹25,000. The lot’s whole premium must be deposited before bidding, originals and the demand draft close 24 September at 5:00 PM, and bidding is a single day on 1 October 2026.
What BiddingPulse covers
This page transcribes all 65 rows with each lot’s block, floor, size, printed area, premium, rent and restriction, and reconciles their premiums to the notice’s own ₹3,07,50,000. It publishes four things the notice leaves unresolved rather than smoothing them over: the portal’s different Municipal Council, the cover pages and condition 26 disagreeing with the plan on whether Block 1’s first floor holds shops or halls, the three clauses giving different advance-rent amounts, and a lease that is three years renewable with thirty conditional on an unevidenced approval. Verify your lot in the current notice and on the Government eAuction portal before acting.
The notice, in plain terms
Compiled by BiddingPulse · cited to खानपा/स.मि.व्य./522/2026 and linked official sources
The Khamgaon Municipal Council published its 65 Chaupati lots — Oct 2026 notice (खानपा/स.मि.व्य./522/2026, dated 25 Aug 2026), offering 65 lots across 7 block floors in Khamgaon, Buldhana. An e-auction simply means the bidding runs on the authority-designated online portal named in the notice rather than in a room. BiddingPulse summarizes the notice — its listed lots, block floors, schedule, sizes, reserve prices — and includes the full unit-level schedule.
The auction runs to a published public timetable. An eligible bidder records their interest by 24 Sep 2026, 5:00 PM IST, and bidding is held 1 Oct 2026. Registration, the notice’s pre-bid payment process, and bidding happen on the eAuction India, run by the National Informatics Centre (NIC) (Government eAuction), the authority-designated portal named in the notice; any successful-bidder payments follow the authority’s separate terms, and the authoritative notice sits on eauction.gov.in. BiddingPulse lays out the auction's facts; it is never a party to it.
Two numbers decide what a lot costs to chase. The first is the reserve price — the authority’s floor, below which no bid is accepted. The notice sets this bidding rule: each lot is auctioned separately and bidding starts above the premium the three-member committee fixed for that lot. Across these 65 lots, the reserve runs from ₹1.50 L – ₹25.00 L. Published printed area per lot spans 6.85 to 84.73 square metres. The reserve is the floor; the notice’s bidding rule above controls which bids are valid, and neither predicts the price it will settle at. The second number is the Pre-bid premium deposit — here the lot’s entire published premium — ₹1,50,000 to ₹25,00,000 — handed to the Chief Officer before bidding opens, not a token deposit. Condition 5 calls it the मुल अधिमुल्य अनामत (original premium deposit). The premium paid to the Council is not returned in any circumstance and carries no interest. An unsuccessful bidder’s demand draft is returned 21 days after the auction proceedings are complete. These two are not the whole cost: a bidder also budgets for the lot’s own standard monthly rent of ₹3,800–₹25,000, fixed per lot in the notice’s schedule and unaffected by bidding — it runs from the auction date and rises 5 per cent every year, a ₹1,000 e-auction fee, property tax, government tax, education tax and employment guarantee tax, payable within 15 days of the financial year opening without waiting for a bill, writing and registering the lease deed within one month, at the lessee’s own cost, and compulsory business insurance, a business licence and licence tax, and the lessee’s own electricity meter, wiring and bills — with a shared distribution transformer at the shopkeepers’ collective cost if one is needed.
This page is kept as a dated, source-cited record of the auction's facts, becoming the permanent record once bidding closes. Every figure here should be verified against the Khamgaon Municipal Council notice before acting.

The notice publishes each lot’s printed size, area, premium and standard monthly rent; the restrictions come from conditions 6, 7 and 8. The three schedules below preserve every row. Because condition 5 requires the lot’s entire premium to be deposited before bidding, each row repeats that amount as the pre-bid deposit.

Which Municipal Council is actually selling these lots?
The Government eAuction portal files this record under Municipal Council Jalgaon Jamod. Every piece of the notice itself says Khamgaon: both cover pages are headed कार्यालय नगर परिषद, खामगांव जि. बुलडाणा; the demand draft is drawn in favour of the Chief Officer, Nagar Parishad Khamgaon; the letter number खानपा/स.मि.व्य./522/2026 carries the Khamgaon abbreviation; condition 19 requires use under the Khamgaon Development Plan; the architect’s sheet is titled for Municipal Council Khamgaon in Prabhag No. 6; and the signature is that of the Chief Officer, Nagar Parishad Khamgaon. BiddingPulse publishes this record under Khamgaon on that evidence and keeps the portal’s different organisation chain visible so a bidder searching the portal can still find it. Confirm the issuing council before paying anything.

Which 23 lots are in Block 1?
Block 1 holds nine ground-floor shops, ten first-floor shops and the four second-floor halls. Its premiums run ₹7.5 lakh–₹25 lakh and its monthly rents ₹6,000–₹25,000 — the whole of the notice’s upper price range sits in this block. All six category-reserved lots are here too.

Is Block 1’s first floor ten shops or ten halls?
The notice says both, and it matters because this page lists those ten as Shop 1–10. Five lot-level sources call them shops: the online-method cover page (“पहिल्या मजल्यावरील 10 दुकाने”), condition 7 (which reserves “Block 1’s first-floor दुकान no. 6” for Scheduled Castes), the architect’s sanctioned sheet (titled BLOCK-1 FIRST FLOOR SHOPS SIZES), the schedule itself, which prints no type for that floor while printing हॉल explicitly for the second, and the Council’s own portal records, which title those ten “Shop No.01” to “Shop No.10 (First Floor)” and keep “Hall” for the four second-floor records alone. Two say halls: the first cover page (“पहिल्या मजल्यावरील 10 हॉल्स”) and condition 26, which caps floor loading for “the hall on the first floor”. BiddingPulse publishes shops on the weight of those five, and publishes halls only for Block 1’s second floor, where every source agrees. If you are bidding on Block 1’s first floor, confirm with the Council which description governs your lot — the load limit in condition 26 may follow it.
Schedule pages 3–5
Which 20 lots are in Block 2?
Block 2 holds ten ground-floor shops and ten first-floor shops, all 7.85 or 6.85 sqm. Ground-floor premiums are a flat ₹2 lakh with ₹4,500–₹4,800 rent; first-floor premiums are a flat ₹1.5 lakh with ₹3,800–₹4,000 rent. Every ground-floor shop is restricted to refreshment-centre use.

Cover page items 3 and 4 · conditions 5 and 10 · financial conditions iii and iv
How much money must be in place before I can bid?
Condition 5 requires the lot’s entire original premium — ₹1,50,000 at the lowest and ₹25,00,000 for the largest hall — to be handed to the Chief Officer before bidding opens, not a token deposit. The notice’s cover page says that amount is paid by demand draft in favour of the Chief Officer, Nagar Parishad Khamgaon, while condition 5 says it is deposited online, so confirm the channel with the Council. A ₹1,000 e-auction fee applies as well. If the winning bid exceeds the premium, the balance is due within 15 days. The premium paid is not returned in any circumstance and carries no interest; an unsuccessful bidder’s demand draft is returned 21 days after the auction proceedings are complete.
Conditions 9, 11 and 23
How long is the lease, really?
Condition 9 says the allotment lease will be for a (3 + 3 + 3)-year period and adds, in brackets, that it will be for thirty years if the government grants approval. Condition 11 separately says the highest premium bidder gets the lot on lease for three years. So the term a successful bidder can rely on today is three years, renewable in three-year steps, with thirty years conditional on an approval the notice does not evidence. Condition 23 also lets the Council change the proposed lease period and conditions. Treat any thirty-year figure as conditional until the Council confirms the approval in writing.
Cover page item 1 · conditions 1, 2 and 4
Who is eligible, and how many lots can one person take?
Condition 4 limits bidding to people resident in Maharashtra for the past 15 years, on a domicile certificate. Condition 1 has each lot auctioned separately to its highest bidder, and allows one person from an undivided family to take only one lot. Condition 2 makes pre-bid scrutiny compulsory: the originals must reach the Council office before the date noted on the notice, and a bidder who misses that date or fails scrutiny has their entry cancelled automatically, with no complaint entertained.
Conditions 13 and 21 · financial conditions i, ii and v
What does the notice say about advance rent — and why does it say three things?
Condition 13 requires the standard monthly rent six months in advance. Condition 21 instead says possession follows only after the full premium and the first year’s rent are paid in advance. Financial condition i requires the full premium plus the first half-yearly or quarterly rent. The three clauses cannot all be satisfied by one payment, and the notice does not say which controls, so establish the advance amount with the Council in writing before bidding. Rent runs from the date of the e-auction, rises 5 per cent every year under financial condition v, and financial condition ii allows yearly, half-yearly or quarterly payment in advance.
Conditions 3, 12, 14, 16, 18, 20, 21, 22, 26 and 28–31 · financial conditions vi and ix
What else does the lease commit me to?
Beyond the monthly rent the lessee pays property tax, government tax, education tax and employment guarantee tax, due within 15 days of the financial year opening without waiting for a bill. The lease deed is written and registered at the lessee’s cost within one month, and possession follows only then. Business insurance and a business licence are compulsory. The lot may not be used as a godown, for meat sale, or for liquor sale or a bar, and no illegal trade or explosive material is allowed. Walls, paint and ceiling may not be altered, though in-shop fittings are allowed with prior permission; condition 26 caps floor loading at 300 kg per sqm for “the hall on the first floor” — a description that does not match the floor plan this page publishes, so confirm with the Council which lots it binds. Sub-letting is barred, and a transfer after two years’ use costs an amount the Council fixes at five times the annual rent. Three months of rent arrears, or unpaid taxes, let the Council take the lot back, cancel the lease and re-auction it.

Always confirm the lot list, reserve, pre-bid premium deposit, payment instructions, and any corrigenda against the Khamgaon Municipal Council notice before acting.
What pre-bid premium deposit is required for the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026 auction?
The pre-bid premium deposit is the lot’s entire published premium — ₹1,50,000 to ₹25,00,000 — handed to the Chief Officer before bidding opens, not a token deposit. Condition 5 calls it the मुल अधिमुल्य अनामत (original premium deposit). Condition 5 requires the whole amount to be with the Chief Officer before bidding opens on 1 October, and the cover page requires the original demand draft at the Council office by 5:00 PM on 24 September. What is the published originals & demand draft at the Council office deadline for the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026 auction?
Originals & demand draft at the Council office close on 24 Sep 2026, 5:00 PM IST, and live bidding is scheduled for 1 Oct 2026. All dates are on the Government eAuction portal / the official notice.
Do I need a digital signature to bid in the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026 auction, and how do I get one?
Yes. Khamgaon Municipal Council’s e-auction notice requires every bidder to hold a valid Digital Signature Certificate (DSC). Enrol on the Government eAuction portal, then register (map) your DSC to your bidder profile. A DSC is a signing certificate on a USB e-token issued by a licensed Certifying Authority (CA) under India’s Controller of Certifying Authorities (CCA) (see the CCA’s list of licensed CAs); issuance time and validity vary by authority, so check with the one you choose and arrange it well before the deadline.
How many lots are in this Khamgaon Municipal Council auction?
The notice offers 65 lots across 7 block floors, under खानपा/स.मि.व्य./522/2026, dated 25 Aug 2026.
What does BiddingPulse cover for the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026 auction?
What are the reserve prices for the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026?
Reserve prices range from ₹1.50 L – ₹25.00 L. The reserve is the authority's floor price, not a guide to the final price. Sizes span 6.85 to 84.73 square metres.
Where do registration and bidding take place for the Khamgaon Municipal Council 65 Chaupati lots — Oct 2026 auction?
Registration and bidding happen on the eAuction India, run by the National Informatics Centre (NIC) (Government eAuction) at https://eauction.gov.in/eAuction/app?page=FrontEndEauctionAdvancedSearch&service=page. The notice gives separate instructions for the pre-bid payment process. The authoritative notice is published on eauction.gov.in. BiddingPulse is not a party to the auction — register, pay, and bid only on the official source.
What other Khamgaon Municipal Council source details and BiddingPulse verification notes should I know for 65 Chaupati lots — Oct 2026?
Beyond the headline figures, the source-backed terms are: the shops and halls were built for the Chaupati opposite the City Police Station under a scheme for providing notified urban services and facilities in urban local bodies, and the notice calls this the first-time (प्रथम वेळ) auction; bidders also need a username and password registered on the Government eAuction portal; the 21 ground-floor shops in Blocks 2 and 3 may only be used as refreshment centres, and Chaupati holders need the Council’s no-objection certificate; the notice lists chaat, pani puri, bhel, pav bhaji, samosa, kachori, ice cream, kulfi, falooda, Chinese, fast food, tea, coffee, cold drinks, juice, corn, coconut water, sandwiches and pizza as examples; condition 24 allows open-category bidders to bid for a category-reserved lot when no eligible beneficiary comes forward; condition 4 restricts bidding to people resident in Maharashtra for the past 15 years, on a domicile certificate, and condition 1 allows only one lot per person from an undivided family; the auction runs under Nagar Parishad Standing Direction No. 24 and government decision न.पा.प्र.सं./16/सर्व नपा/2004/कक्ष 6, and breaches are enforced under the Bombay Premises Eviction Act 1955 and section 100(A) of the Maharashtra Municipal Councils, Nagar Panchayats and Industrial Townships Act 1965; a transfer after two years’ use costs an amount the Council fixes at five times the annual rent payable; if possession is not returned when the term ends, the Council may recover 8 per cent of the ready-reckoner value of the place, rising 10 per cent each year until possession is given; the notice names two mobile numbers for e-auction queries and directs further detail to the Council’s property department head. BiddingPulse’s verification notes are: the portal files this record under the organisation chain Govt of Maharashtra → Directorate of Municipal Admin. Maharashtra State → Municipal Administration Buldhana District-DMA → Municipal Council Jalgaon Jamod, while both cover pages, the demand-draft payee, the letter number, condition 19, the architect’s sheet and the signature all say Khamgaon. BiddingPulse publishes it under Khamgaon on that evidence and keeps the portal’s different organisation chain visible so the record stays findable; each lot’s Government eAuction Auction ID was recorded from the portal’s own per-lot records on 4 September 2026. BiddingPulse re-checked all 65 against the portal’s own auction titles: every ID names the same block, floor and unit number this page prints. The IDs are published enumerated rather than as a range because numbers inside 2026_MH_35819–35966 belong to Malkapur Municipal Council’s separate shop sale; confirm the ID on the portal before bidding; the notice describes Block 1’s first floor in two ways. One cover page calls its ten lots हॉल्स (halls) and condition 26 imposes a load limit on “the hall on the first floor”; the other cover page calls them दुकाने (shops), condition 7 calls one of them a दुकान, the architect’s sanctioned sheet titles the section BLOCK-1 FIRST FLOOR SHOPS, and the schedule heading names no type there while explicitly printing हॉल for the second floor. the Council’s own portal records title those ten Shop No.01–10 (First Floor) and reserve Hall for the second floor alone. BiddingPulse publishes ten shops on that floor, given the weight of those five lot-level sources, and publishes halls only for Block 1’s second floor, where every source agrees; the notice’s own noun for the auctioned amount is अधिमुल्य (premium). BiddingPulse stores it as the reserve because condition 10 makes it the floor bidding starts above, and prints the source noun wherever the figure appears; the timetable publishes no clock time for the 1 October bidding day, so this page states the date without inventing opening or closing hours. Check the underlying source facts against the official notice before acting.

All 65 Khamgaon Chaupati lots reconciled from the 16-page package
BiddingPulse recorded the Khamgaon listing at 3:17 PM IST on 4 September and read all 16 pages the same day. The block-by-block schedule reconciles to 9 + 10 + 4 + 10 + 10 + 11 + 11 = 65 lots, and their published premiums sum to ₹3,07,50,000. The review also found that the portal files the record under a different Municipal Council from the one the notice, the plan and the signing Chief Officer name, that the deposit is the lot’s whole premium, that the lease is three years renewable rather than a settled thirty, and that three clauses give different advance-rent amounts — all now shown on the page.
