What “2 property bid lots” means

What the Karur official auction materials say

The signed notice schedules bidding for 19 November, 11:00 AM IST–4:30 PM IST. The MSTC catalogue gives a 3:00 PM IST close instead. Karur Corporation or MSTC needs to confirm which closing time applies.

What BiddingPulse covers

Shop 20 and the whole 162-shop market are counted as two property bids. Four operating concessions are listed separately, with their own annual prices and deposits.

Auction summary

Source: Karur linked official auction materials

The 2 property bid lots are Shop 20 and the whole 162-shop market. The four separate concessions cover flower hawking, weighing machines, television installation and LED advertising at the old bus stand. Each bid requires an earnest-money deposit (EMD) before the auction.

EMD payment is due by 18 Nov 2026. The money must reach MSTC’s bank account by the deadline; starting a transfer is not enough. No cutoff hour is stated, so confirm it with MSTC. Bidding is scheduled for 19 Nov 2026, 11:00 AM IST on the MSTC e-auction portal.

Shop 20 starts at ₹8,000/month, with ₹1 lakh pre-bid EMD. The whole market starts at ₹65 lakh/year, with ₹5 lakh pre-bid EMD. Other charges include additional deposits, electricity deposits, the market’s ₹2.70 lakh SUG/sanitation charge and the taxes listed for each bid. The cost breakdowns below explain these amounts.

Costs, lease terms and who can bid

Shop 20 is priced by the month; the market and four operating concessions are priced by the year. The answers below explain the deposits, other charges and terms to confirm.

Who can bid for the Karur leases?

Individuals, firms and companies registered with MSTC may bid if they meet Karur Corporation’s conditions and pay the required deposits. The signed notice excludes applicants opposing the Corporation in court cases. It also requires municipal tax, rent, lease and other dues to be cleared. An MSTC account or an EMD payment alone does not make an applicant eligible.

Published requirements

  • A deposit for each bidEach lot requires a separate EMD through MSTC before the auction. Paying for one lot does not qualify you to bid for another.
  • ReservationAll six lots are marked “Reserve for PH — No”: the catalogue does not list a reservation for persons with disabilities.

Check with the Corporation

  • Applicant rules and documentsThe documents do not give a complete set of age, nationality, residence, income or profession rules, identity documents, or authorisations for firms and companies. Ask Karur Corporation for its eligibility checklist and the applicable 2023 urban-local-body lease conditions.
  • Proof of cleared duesAsk which no-dues documents are required. The notice allows the Corporation to recover outstanding municipal dues from deposited amounts.

What time does bidding close?

Signed notice p.1; catalogue header and bidding terms

The documents give different closing times for 19 November 2026. Karur Corporation’s signed notice says 4:30 PM IST; the MSTC catalogue says 3:00 PM IST. Both give the same 11:00 AM IST start. We have not verified a notice resolving the difference, so confirm the closing time with Karur Corporation or MSTC before bidding. Under the catalogue’s rules, a bid in the last eight minutes extends that lot’s bidding by another eight minutes from the latest bid. This can happen repeatedly. The notice also moves bidding to the next working day if an unexpected holiday falls on auction day.

What are the rent and deposits for Shop 20?

Shop 20 has a Start Price of ₹8,000/month. This is the opening bid; the accepted monthly rent may be higher. The notice lists the following deposits and charges.

Shop 20 payment amounts

Pre-bid EMD
₹1,00,000
Additional deposit
₹1,00,000, separate from EMD
Rent advance
One year’s accepted rent
Electricity deposit
₹5,000
Taxes in the notice
18% service tax and professional tax; confirm the applicable charges

The catalogue calls the rent-based payment “Post Bid EMD 100%” and calculates it as the accepted monthly rent × quantity 12. That equals one year’s rent, the same period as the notice’s rent advance. The documents do not establish that two annual payments are required. Ask the Corporation for a written breakdown showing the advance rent, additional deposit and how your EMD will be adjusted.

SourcesSigned notice p.2, Shop 20 row; catalogue lot 20 and percentage footnote

What is included in the ₹65 lakh/year market bid?

Lot 53 covers the whole Kamaraj Daily Market under the KMNT scheme: 136 vegetable shops and 26 Maligai (grocery) shops, all on the ground floor. The Start Price is ₹65,00,000/year for all 162 shops together. You cannot bid for an individual shop in this lot.

Deposits and other charges

  • Deposits₹5,00,000 pre-bid EMD, a separate ₹5,00,000 additional deposit and ₹50,000 electricity deposit.
  • Sanitation and taxesThe notice lists a ₹2,70,000 SUG/sanitation charge, 2% income tax and 18% GST.

Annual payment

  • Amount after acceptanceThe catalogue’s “Post Bid EMD 100%” is the accepted annual bid × quantity 1. This uses the winning annual amount, which may exceed the ₹65 lakh Start Price.
  • Lease length to confirmThe catalogue says one year; the signed notice and annexure say three years from handover. Ask the Corporation which term will appear in the lease.
SourcesCurrent lot 53, p.7; signed notice p.2; attached market annexure

How large are the market’s shops?

The 136 vegetable stalls measure 59.40–168.29 sq ft each; the 26 Maligai (grocery) shops measure 96.84 sq ft each. All 162 shops are offered together as one market lease.

96.84 sq ft each

These are individual shop areas, not the market’s overall site or building area. The 139.53 sq ft figure is readable, but its stall number is unclear in the annexure. Some length-and-width entries are also cut off; confirm the layout with Karur Corporation during inspection.

SourcesMarket annexure, p.1, area schedule for 136 vegetable and 26 grocery shops

How long are the leases?

The market lease needs clarification: the catalogue says “Lease Period — 1 year”, while the signed notice and market annexure say three years from handover, with a 5% increase each year. Ask Karur Corporation to confirm the lease length and annual increases before bidding.

Shop 20

  • Nine-year termThe signed notice gives nine years from handover. Confirm the shop’s rent-increase terms in its own agreement; the 5% annual increase stated for the other leases does not establish the shop’s increase.

Four operating concessions

  • Three-year termThe signed notice gives three years from handover, with a 5% annual increase.
SourcesCatalogue lot 53; signed notice pp.1–3; market annexure

When and where do I pay the deposits?

The EMD is due on 18 November 2026, the day before bidding. MSTC must receive the money in its bank account by the deadline; starting a transfer is not enough. The documents do not state a cutoff hour, so confirm it with MSTC.

Before the auction

  • Pay EMD through MSTCUse the official MSTC payment process for each lot you intend to bid for. The EMD appears in your bidder account only after MSTC receives the money.

After the bid is approved

  • Additional deposits and paymentsThe signed notice requires additional deposits by demand draft after confirmation. The catalogue directs payments other than pre-bid EMD to the seller, Karur Corporation.
  • Confirm the payment deadlineThe catalogue states zero days after acceptance unless otherwise specified. The signed notice does not give a clear alternative payment period. Ask the Corporation for a written payment demand showing each amount, who it is payable to and when it is due.
SourcesSigned notice conditions 2 and 5; catalogue header, payment terms and lot notes

When is EMD refunded, and when could I lose it?

The highest bid still needs Karur Corporation’s approval. An automated MSTC message is not confirmation of a lease award. The Commissioner may reject a low bid, offer a lot again or postpone the auction.

Refund and bid validity

  • Unsuccessful bidsUnsuccessful bidders may request an EMD refund through MSTC. No interest is paid. The highest bidder’s EMD is retained for adjustment under the auction terms.
  • How long your offer remains bindingBids remain valid for 60 days from auction close, excluding auction day. If the acceptance period ends on a holiday, the catalogue moves it to the next working day.

Loss of deposit or lease

  • Failure to meet the payment termsA successful bidder who defaults can lose the pre-bid EMD for that lot.
  • Transfer and subcontractingBoth are prohibited. A breach can lead to cancellation, loss of deposits and penalties.

Why are these leases being offered again?

Karur’s 29 September council record, resolution 3361, calls for another auction after bidding on 24 September. The market received no bid. Lots 49–52 had been listed on MSTC on a monthly basis instead of the intended annual basis. Shop 20 was offered again after a bidder reported entering ₹2,56,100 instead of ₹25,700. These reasons relate to September’s auction; they do not establish an award in the November round.

Finding the right market document

  • Market: current lot 53The November catalogue retains Shop 20 and lots 49–53. The market annexure uses the older serial 49 for the same 136 vegetable and 26 grocery shops. In the current catalogue, lot 49 is the separate flower-hawking concession; use lot 53 for the market.

How much pre-bid EMD is required?
₹1 lakh for Shop 20 and ₹5 lakh for the market; the four operating concessions each have their own deposit. Unsuccessful bidders may request a refund through MSTC, without interest. When are EMD payment and bidding scheduled?
EMD payment is due by 18 Nov 2026. The money must reach MSTC’s bank account by the deadline; starting a transfer is not enough. No cutoff hour is stated, so confirm it with MSTC. Bidding is scheduled for 19 Nov 2026, 11:00 AM IST.
