The 16 October 2026 e-lottery is for applications received from 27 July to 1 October. New applications run from 14 October to 13 November 2026; GDA will announce their e-lottery separately.

How is the application submitted?

Kushmi notice, page 2; 2025 scheme booklet, page 7; generic affidavit

GDA directs applicants to register online and deposit the registration amount online into the authority fund. The registration booklet costs ₹500 including GST, separate from the registration amount. The scheme booklet requires complete applicant and spouse details, photographs and an uploaded affidavit. The generic affidavit must be notarised on ₹10 stamp paper and declares that neither a spouse nor minor child has made an additional application. Confirm the Kushmi category, current availability and scheme-specific requirements through GDA before payment. The notice lists 0551-2230132 and toll-free 18001202246 for enquiries.

Who can apply, and who qualifies for the reserved registration amount?

2025 Kushmi conditions, clauses 1 and 3; generic affidavit; registration page; October table

The 2025 Kushmi conditions require Indian citizenship and age 18 or above; only spouses may apply jointly. The applicant, spouse and minor children must not own residential property in the listed authority or cooperative colonies within GDA’s development area, or more than one in such colonies in another Uttar Pradesh city. The website and affidavit use broader ownership wording. The notice charges reserved applicants 5% instead of 10% without naming the categories. Both sets of conditions list Scheduled Castes 21%, Scheduled Tribes 2% and Other Backward Classes 27%, plus horizontal quotas: legislators, MPs and freedom fighters 5%; government/security staff aged 50 or above 5%; specified housing-board, development-authority, water, municipal and local-body staff 2%; serving/former armed forces and dependants 3%; people with disabilities 3%; senior citizens 10%. Confirm which categories qualify for the 5% amount and the required certificate.

How is the balance paid?

October table, page 2; 2025 Kushmi clause 2.4; generic clause 2.3

After registration, general applicants pay 25% and reserved applicants 30% at allotment. The remaining 65% is divided into ten equal quarterly instalments over 2.5 years, without interest. The notice does not give the first instalment date; the allotment demand must establish the due dates. The 2025 Kushmi conditions impose 13% annual penal interest on any overdue amount. GDA’s generic 2024 conditions instead say 10% on the initial instalment and 13% on later instalments; confirm which applies to this cycle.

What costs and possession conditions are additional?

2025 Kushmi clauses 2, 4, 7 and 8.5–8.6; generic clause 2

The 2025 Kushmi conditions require a freehold charge of 12% of land value before the sale deed; the generic rules instead require it with the allotment amount. They also list a 10% corner charge where applicable, GST, maintenance, taxes and deed-registration costs. The final price is fixed after development at material and labour rates; any difference is payable before the sale deed. Increased land compensation is also payable by the allottee. The reopening notice gives no flat-wise extra-charge breakdown or possession date. Possession follows the required payments, construction, deed and formalities; delayed collection of possession attracts supervision charges under GDA’s rules.

What are the withdrawal, refund and forfeiture rules?

The 2025 Kushmi booklet and generic rules carry the refund and default conditions below. The reopening does not expressly adopt either set. The generic rules also contain an “as is where is” clause absent from the Kushmi booklet; confirm its applicability. Janhit’s separate payment policy says online payments are final, with hardship exceptions at the authority’s discretion. Ask GDA to reconcile that policy with its scheme-refund process before paying.

Withdrawals and refunds

  • Before the drawGDA’s registration page allows withdrawal before the lottery without interest and specifies no deduction. For a pre-allotment refund after GDA has held the money over a year, it states 4% simple annual interest, excluding the deposit and refund months.
  • Unsuccessful or ineligible applicationThe general rules permit a refund within one year without interest after a ₹1,000 administrative deduction, also covering changes to construction or location. Refunds cannot precede the first day of the month after credit to GDA’s account.
  • After allotmentA refund within one month deducts 20% of the registration amount. A missed payment without a written refund request within one month of the allotment letter adds two months’ interest on the property price at the stated 13% rate; that deduction also applies to other cancellations.

Applicant undertakings

  • False information or changed useFalse declarations, concealed material facts or using the flat for another purpose can cancel allotment and forfeit all deposited money.
  • Default and resaleThe affidavit permits cancellation, repossession and forfeiture for missed required payments, failure to register the deed or breach of terms. The generic affidavit restricts sale or mortgage until payments and the deed are complete. GDA’s registration page separately permits a loan mortgage with its no-objection certificate (NOC). Alterations require permission.
  • Allotment and later termsRegistration guarantees neither a flat nor compensation. Another allotment discovered later automatically cancels registration or allotment under clause 1.3. The Vice-Chairman may change conditions and has the final decision in disputes over registration, allotment, possession or construction. Later GDA rules and amendments bind the allottee.
