The tender prints an upset price per square metre for each plot, from ₹1,10,000 to ₹2,32,000. The Reserve, plot area × upset price, runs from ₹9,78,12,000 to ₹50,05,80,000; VUDA’s own price table on page 1 of the tender prints the same totals. EMD is ₹29,34,360 to ₹1,50,17,400 per plot. That deposit is not the whole cost: bidders should also budget for a ₹15,000 tender fee for each plot, not refunded; GST and other government taxes, surcharges and charges, payable before the sale deed; stamp duty, registration, folio and legal costs of the sale deed; development permissions, service connections and any extra floor space index (FSI) paid for at the Jantri rate, Gujarat’s official land-rate schedule; interest at 1% a month on any balance VUDA allows beyond 90 days; all taxes, fees, cess, ground rent, municipal assessments and other levies on the plot and building after possession, including any late fees, fines and penalties; and the premium to keep the building insured against fire, earthquake, flood and other perils.

Which Sevasi plots are offered?
Five final plots (FP) in Sevasi town-planning (TP) scheme 1, all for commercial use: FP 28, the largest in the tender at 3,708 sqm, FP 113, FP 141, FP 145 and FP 54, the smallest at 741 sqm. FP 141’s roads are 12 m wide, so its height limit is 30 m; the others allow 45 m.
Five plots across three Bhayli TP schemes: FP 113 (commercial) and FP 110 (residential) in scheme 1, FP 111 (local commercial) in scheme 3, and FP 148 (commercial) and FP 152 (residential) in scheme 4. FP 110 fronts a 9 m road, so its height limit is 16.05 m against 45 m on the other four. FP 111 has the highest upset price in the tender, ₹2,32,000 per sqm.

How could I lose money on a VUDA plot?
Before the auction, the ₹15,000 tender fee is never refunded, and paying a plot’s EMD without submitting its online sealed bid offer forfeits the EMD. After it, you also lose the EMD if you withdraw once selected or do not sign and return the Letter of Intimation (LOI) or the sale deed in time. Then 10% of your bid is due within 10 days of the LOI, not counting the EMD, and the other 90% within 90 days; miss either and VUDA keeps everything paid. At the upset price, EMD plus 10% is ₹1,27,15,560 on Sevasi FP 54 and ₹6,50,75,400 on Sevasi FP 28 (BiddingPulse calculation). VUDA may extend payment to 270 days at 1% a month interest. After possession, construction must start within two years (VUDA may allow up to four more), and nothing may be built beyond the permitted area; either breach lets VUDA take the plot back and keep every payment. A surrender within a year of full payment refunds all but the EMD; after that, 20% of the total is forfeited each year. If VUDA cannot hand over the plot for a reason within its control, it refunds your payments without interest after 90 days. Even after the sale deed, VUDA may cancel the allotment and the sale on one month’s notice if you breach the deed or the allotment terms; a breach of any sale-deed condition cancels the deed with no right to compensation; and if information you gave is found false or misleading at any time, VUDA may take the plot back and keep what you paid.

Which details differ between the tender’s pages?
Bhayli FP 111 is local commercial on page 1 and on its plan, commercial on its own page (14) and a “Residential Plot” in the page 3 schedule; we show local commercial. Sevasi FP 54’s own page (15) lists residential as its permitted use while every other page and its plan say commercial; we show commercial. FP 54’s plan (Annexure C10) is headed “Bhayli”, but the text, coordinates and landmark all place it in Sevasi.
Register on nProcure with VUDA as the auctioneer. Each plot needs its own bid, ₹15,000 tender fee and EMD, paid by RTGS or NEFT bank transfer through the portal; you register once as a bidder. At registration, upload the filled Annexures A and B, a certified electricity, telephone or property-tax bill, your Permanent Account Number (PAN), papers for your type of applicant and a notarised self-declaration on ₹300 stamp paper. The tender also lists supporting documents that can take time to obtain, so arrange them well before registration closes on 18 Nov: registration with a regulatory authority, such as professional tax or Gumastadhara (Gujarat’s shops and establishments registration); a CGST, SGST or IGST registration certificate where one applies (Annexure A asks for the CGST and SGST numbers, with certificates attached); and an income-tax clearance certificate or your last three years’ income-tax returns. The application form has boxes for individuals, companies, partnership firms, limited liability partnerships (LLPs), joint ventures, co-operative housing societies, government institutions and ventures, and “Others”; the document list also covers sole proprietor firms and Hindu undivided families (HUFs), and the advertisement names trusts. Companies, LLPs, joint ventures and partnership firms bid through a power of attorney. The advertisement also asks for a physical copy of the tender at VUDA’s office, and the originals are due there within seven days after the auction. Overseas bidders must pay the EMD in Indian rupees.
Each plot has its own one-hour session. Bids must be above the upset price, in multiples of ₹200 per sqm; a bid below it is rejected automatically. A bid in the last five minutes extends that session by five minutes, again and again until five minutes pass without a higher bid, and the tender prints no limit. The highest bidder is selected, subject to confirmation of the bid, and VUDA may reject any bid or cancel the auction without giving reasons.
What must the winning bidder pay, and when is the plot handed over?
VUDA issues a Letter of Intimation (LOI) to the highest bidder, and the bid is subject to confirmation by the appropriate authority. The 10% payment is due within 10 days of the LOI and the balance 90%, with the EMD credited, within 90 days; the balance is paid at VUDA’s office by demand draft from a nationalised bank. Possession follows payment in full. The sale deed, in VUDA’s standard format, must be signed within six months of the possession letter and registered at your cost; the plot is sold, not leased. The tender allows up to 15% variation in area: extra area is charged at your bid rate, and if the plot measures less, the price and development rights stay at the advertised area.

What can be built on the plots?
Each plot has a total floor space index (FSI) of 2.7 under the Comprehensive General Development Control Regulations (CGDCR) 2017: 1.8 base and 0.9 more on payment at the Jantri rate, Gujarat’s official land-rate schedule. Height depends on the adjoining road, as each record shows. All ten plots are listed in residential zone R-1 under VUDA’s sanctioned Revised Development Plan 2012. These figures bind at the time of development permission and can change. Construction must follow an approved plan and the allotted use, and the plot cannot be mortgaged, transferred or sublet without VUDA’s permission; once built, units may be sold with an undivided share of the land.
