What must I prepare to participate?
Register with the Charity Commissioner auctioneer on nProcure and complete the required verification. The list calls for a professional-tax registration or Gumasta (shop licence) certificate, PAN, GST registration and documents identifying the business constitution, such as a proprietor declaration, partnership deed or company incorporation documents. A firm or company representative must provide a power of attorney for this bid and enclose the authorised supporting documents with the bid; an HUF needs the Karta’s power of attorney and deed. Pay each property’s separate EMD only online through nProcure by 9 November, 3:00 PM IST. The notice advises payment 48 hours before that cutoff.

What happens after the highest bid?
The highest offer requires the competent authority’s approval. Self-attested hard copies, signed and sealed where applicable, must reach the Commissioner’s office within seven days. Missing required documents can disqualify the bid and forfeit EMD. The final permission order sets the remaining payment and sale-deed deadlines and governs legal expenses and e-auction costs. The buyer must reimburse the trust’s valuation fee. The Law Department resolution of 26 July 2023 assigns the e-auction cost to the selling trust, subject to that order.

Can I withdraw, or expect immediate EMD repayment?
Do not assume either. Withdrawal during bid validity is prohibited; withdrawing after approval or defaulting can forfeit the deposit. Unsuccessful refunds are tied to the auction and approval of the highest bid, and the documents do not guarantee a repayment date.

Why can’t the objection deadline be given as a date?
The documents allow objections within 15 days of actual publication. They print 28 September yet were public on 24 September; the newspaper publication date has not been verified. Application 36/12/2025 instead names Damnagar Dasha Shrimali Sthanakvasi Jain Sangh in its objection-recipient paragraph. Confirm both the publication date and correct recipient with the Joint Charity Commissioner, Bhavnagar Division, before filing.

Can the Commissioner reject the highest offer?
The Commissioner may accept or reject any offer, invite fresh bids, issue a fresh notice for any reason and amend the conditions. The decision on the highest offer is final and binding. Permission is issued only in the bidder’s own name and remains subject to other laws and departmental permissions. The property is offered in its present condition. Part 2 clause 3 requires the bidder to contact the trustee, obtain all necessary property information and inspect the actual site and condition; it bars objections or disputes on these matters during the proceedings as well as afterwards. Title and tenancy checks are practical due diligence for these rented premises.

Can bidding continue after the scheduled session?
Yes. A bid in the last five minutes extends that session by another five minutes, repeatedly, with no stated cap. The scheduled close is not proof that the auction has ended or that a sale has been approved. Avoid last-minute bids: Part 1 clause 8 says neither the Commissioner nor the auction service provider is responsible for last-minute bidding problems caused by server response, internet speed or system capacity. The documents do not specify the bid-validity period or fixed bid increment.
