Tender 2025_TNHB_619249_1, EE/CIT/03/2046, published 3 Nov 2025; TN Tenders Cancelled/Retendered list and tender details, checked 28 Oct 2026.
Has Pocket 7 been offered before?
Yes. The earlier TN Tenders record for tender 2025_TNHB_619249_1 lists three shops and 28 offices at Pocket 7, with ₹1 lakh EMD, and a cancellation corrigendum titled “Cancel Tender for No Bids received”. The October 2026 tender lists three shops and 17 offices with ₹10,000 EMD. These are different tender rounds within the same rental programme. The older unit schedule and rents could not be retrieved, so the smaller office count does not establish which units were let, withdrawn or reoffered, or whether rents changed.
Tender 2025_TNHB_617354_1, EE/CIT/03/1965; TN Tenders Cancelled/Retendered list, checked 28 Oct 2026. Current CIT/03/1965/2025 notice and application.
Were head-office shops offered in an earlier round?
TN Tenders lists tender 2025_TNHB_617354_1, EE/CIT/03/1965, for four shops in its Cancelled list. It was published on 27 October 2025, with submissions closing on 26 November 2025 at 11:00 AM IST. Its 1965 reference matches the current head-office file family; the current tender offers only shops 2 and 3. The earlier cancellation reason, exact unit list, areas and rents remain unverified. The reduced shop count does not establish which earlier premises were let, withdrawn or reoffered, or whether their rents changed.

Who can apply, and which businesses are permitted?
Application term 2 requires valid GST registration, an income-tax return for the recent assessment year and residential address proof for an individual. The technical cover also requires a site-visit certificate from the CIT Division AEE/AE; the head-office record expressly lists the signed, acknowledged application. A separate financial BOQ is required. Term 24 limits the stated uses to banks, showrooms, departmental stores, supermarkets, insurance and department showrooms; confirm that your proposed use, including an office use, is accepted for the selected unit. Both portal records show Tenderer Class “II and above” without explaining its application to tenants. Complete entity, age, nationality and residency rules, that class requirement and the head-office exemption conditions remain unverified; ask CIT Nagar Division before paying. Registration alone does not establish eligibility.

Which submission and opening dates should I use?
TN Tenders gives submissions from 28 October, 9:00 AM IST to 26 November, 11:00 AM IST, and bid opening on 26 November at noon IST. Both signed notices and applications instead give 27 October, 11:00 AM IST to 27 November, 11:00 AM IST. The notices set opening on 27 November at noon IST, while application term 5 says 11:00 AM IST that day. Plan for the earlier portal cutoff and obtain written confirmation from TNHB; the later dates are not a verified extension. Opening is evaluation, not live bidding. Application term 6 provides a later e-auction after technical and financial evaluation, but gives no date or time.
Portal Fee/EMD/Payment fields; both applications, terms 4, 7 and 8 and signed declaration
What must I pay before applying?
Each tender displays ₹10,000 earnest-money deposit (EMD) and ₹0 tender fee. Both applications, term 4, require payment only through the TN Tenders online gateway. Pocket 7’s portal record disallows EMD exemption; the head-office record allows it without verified conditions. Both portal records also display eBG Required: Yes and Minimum Direct EMD: 0. These fields conflict with the applications’ online-only instruction and do not establish a zero deposit. Confirm the operative payment or exemption route with TNHB. The amount is displayed per tender, not as a verified separate ₹10,000 charge for every unit. Unsuccessful bidders’ EMD is refunded under e-tender norms; it earns no interest, and a successful bidder who withdraws after the auction forfeits it.

How much rental deposit does a successful bidder owe?
Both applications, terms 9–10, require five months of the winning monthly rent per unit, less EMD already paid, by 2:00 PM IST on the immediate next working day after the e-auction. Pay at the CIT Division cash counter by demand draft or debit/credit card. Another five months’ rent per unit plus ₹10,000 electricity deposit is due within three days of the confirmation order. The applications explicitly call the total ten months’ rental deposit, retained until vacating and refunded or adjusted without interest. The notices also list five plus five months, but their total lines say five months for Pocket 7 and four months for Pocket 6. Obtain a written payable statement: neither contradictory total safely reduces the application’s ten-month requirement. Miss payment before or after confirmation and the lease can be cancelled with the entire amount paid forfeited.
Both applications, terms 11–21 and 23
What are the ongoing rent, renewal and extra costs?
The agreement is executed and renewed every 11 months. Rent rises 5% each year, with the rental deposit adjusted to the enhanced rent on renewal. Monthly rent including applicable GST is due by the 10th. Taxes, maintenance, water and common-area charges are extra; electricity is paid directly to TANGEDCO. The premises have no central air-conditioning, and the tenant bears required fittings and additional power, wiring and cabling costs. Late amounts attract 18% annual penal interest. Return the premises and fixtures in working condition, allowing for reasonable wear and tear. The portal’s 365-day work field does not override the application’s 11-month agreement clause.

Can TNHB reject an offer or cancel a tenancy?
Application term 1 reserves the Executive Engineer’s right to accept or reject all offers without giving a reason. Term 15 says failure to pay monthly rent on time leads to cancellation of the allotment, treatment of the tenant as an unauthorised occupant, forfeiture of the rental advance and action under Chapter XI of the TNHB Act, 1961. These consequences are additional to the published 18% annual penal interest and the payment-default forfeiture described above.

How do I locate the documents and arrange the site visit?
Choose Tenders by Organisation → Tamil Nadu Housing Board on TN Tenders, then match the exact Tender ID above. Download its Tendernotice_1.pdf, application and BOQ; the two notices share a filename but belong to different tenders. Pocket7app.pdf has a 2045 reference in its heading although the matching NIT and portal use 2046; Pocket6application.pdf has a shortened 195 heading although its file number and matching NIT use 1965. Match the premises, Tender ID and attached file together. Both applications offer inspection during office hours from 27 October to 27 November, but complete the required visit and certificate before the earlier portal submission cutoff. Contact the Assistant Engineer / Assistant Executive Engineer, CIT Nagar Division, at No. 485, MTB Building, Anna Salai, Nandanam, Chennai 600035.
