The Kadapa Urban Development Authority (KUDA) published its Rayachoty Phase 1 & 2 2026 notice (proceedings 01/RCT PH1/KDP/2026 and 01/RCT PH2/KDP/2026, dated 22 – 23 Jul 2026), having offered 204 plots across 2 layout phases in Rayachoty, Annamayya. The notice scheduled the e-auction to run on the authority-designated online portal named in the notice rather than in a room. The notice set a published public timetable for the auction. The notice required bidders to record their interest and place the deposit by 18 Aug 2026, 10:00 PM IST, and bidding was scheduled for 20 Aug 2026, 10:00 AM – 5:00 PM IST. The notice set registration, its pre-bid payment process, and bidding on the Bhoo Konugolu Urban Land e-Auction Portal, the authority-designated portal named in the notice; any successful-bidder payments follow the authority’s separate terms, and the authoritative notice sits on bhookonugolu.ap.gov.in. The notice set two numbers for every plot. The first is the reserve price — the authority’s floor, below which no bid is accepted. The notice sets this bidding rule: the terms accept bids in multiples of ₹5,000, and require a first bid at least ₹5,000 above the reserve price before a bidder counts as taking part. Across these 204 plots, the reserve runs from ₹6.20 L – ₹30.70 L, which works out to roughly ₹4,600 to ₹5,500 for every square yard. The plots measure 134.77 to 558.1 square yards. The reserve is the floor the authority set — not evidence of any final or accepted price, and a concluded auction can also leave a plot unsold. The second number is the earnest-money deposit (EMD) — a refundable pre-bid deposit — here a flat ₹1 lakh per plot; the notice required a separate deposit for each selected plot. The terms say an unsuccessful bidder’s EMD is refunded without interest within one week, through the same payment method. These two are not the whole cost: a bidder also had to budget for a non-refundable ₹2,000 processing fee, a non-refundable ₹500 platform fee, and stamp duty, registration and other statutory and non-statutory dues, which the terms assign to the purchaser.

The terms allowed any Indian individual over 18 and any Indian registered firm. They set no cap on the number of auctions entered or plots selected, but required a separate bid and ₹1 lakh deposit for every selected plot. KUDA listed its Estate Wing help desk number as 7382665060.
The terms required an Aadhaar card, PAN card and copy of the bidder’s bank passbook to be uploaded before registration.
The ₹6.20 lakh–₹30.70 lakh span on this page is ours, not KUDA’s: the proceedings print no rupee column per plot, so we multiplied each phase’s published rate by each published size. Two things to reconcile: the proceedings’ own dates are labelled 'proposed', and the Phase 2 document opened registration earlier than the portal, which published a 28 Jul to 18 Aug window; the linked RERA certificates are older 'Jagananna Smart Township' registrations naming private promoters rather than KUDA, filed under the pre-2022 Y.S.R. district.
Two things to reconcile if you open the PDFs. First, the portal and the proceedings use different reference systems: Bhoo Konugolu finds these auctions by listing ID 00496 (Phase 1) and 00497 (Phase 2), while the proceedings carry 01/RCT PH1/KDP/2026 and 01/RCT PH2/KDP/2026, which the portal search does not recognise. Second, the timeline shows the dates printed in the proceedings headings; each PDF also carries a printed signature stamp dated later — 25 Jul 2026 for Phase 1, 24 Jul for Phase 2 — and neither file, nor the terms, carries an embedded signature we can verify.
Phase 2 concentrates on two sizes — 99 of its 191 plots are exactly 240 sq yd and another 35 are 315 sq yd — while Phase 1’s 13 remaining plots run 134.77 to 398.44 sq yd with barely a repeat. Across both phases 103 plots face east and 84 west, with 14 north and 3 south. Nineteen Phase 2 plots front a 60-foot road; every other plot in both phases fronts a 40-foot road.
The terms set a refundable ₹1 lakh deposit for each selected plot, payable in advance through the portal to the Vice Chairperson, KUDA; three selected plots required three separate deposits. They also set a ₹500 platform fee and ₹2,000 processing fee, both non-refundable. The terms said an unsuccessful bidder’s deposit would be returned without interest within one week by the same payment method.
The terms said the deposit only established eligibility. A bidder then had to place an opening bid at least ₹5,000 above the reserve price to count as active; someone who paid but never bid would not be treated as having taken part or have a claim to a plot. Bids were to move in ₹5,000 steps, and a bid in the last ten minutes extended that plot by another ten with no stated limit, so 5:00 PM was only the scheduled close.
The terms required 10% of the final price within 5 days including holidays, with the deposit counted towards it. A successful bidder was then to attend the KUDA office to conclude the sale agreement and pay the balance in three equal 30% instalments. The terms printed conflicting deadlines for the first instalment; the last two were set at 6 and 9 months from allotment. They offered a 5% rebate for full payment within a month of the agreement and added 0.5% simple interest per month for delay. Stamp duty, registration and other statutory dues were additional.
The terms answer this twice, and the two answers disagree. The allotment clause says the first instalment is due within one month of allotment and links a missed deadline to forfeiture of the 10% already paid and cancellation of the allotment. The following payment schedule says the first 30% is due within 3 months. The document does not reconcile them, and BiddingPulse could not establish which provision governed.
The terms listed three consequences. They said withdrawing a placed bid would forfeit the deposit in full; missing the 10% payment within 5 days would forfeit the deposit and cancel the allotment; and missing the first instalment within one month of allotment would forfeit that 10% and cancel the allotment again. That one-month trigger is the deadline the two conflicting clauses above disagree about. Separately, the terms gave the Vice Chairperson discretion to accept, reject, adjourn, postpone or cancel the auction without giving a reason.
