The 7 September 2026 corrigendum expands clause 3.2.1 to permit logistics parks and dry ports, including multi-modal logistics parks, transport terminals, inland container depots, air freight stations and container freight stations, with or without supporting storage. Storage uses include open or closed warehouses and godowns, silos for solid or liquid bulk cargo, and cold-chain facilities with controlled or modified atmosphere, variable humidity, quick or blast freezing and associated cargo-handling facilities. It withdraws the manufacturing-only restriction; all other terms remain unchanged.

Who is eligible, and which uses are permitted?
Regulation 2(1)(u) includes an individual, a trust, a society, a body corporate, a partnership firm or a limited liability partnership within “Person”. Applicants must meet the notice’s permitted-use conditions and must not be a Disqualified Entity. The 7 September corrigendum expands the permitted activities beyond manufacturing to logistics and storage. Check the proposed activity against clause 3.2.1 as amended. Regulation 2(1)(h) disqualifies CPCB Red Category industries, except in the case of a Special Project; its other Disqualified Entity conditions also apply.

What must be submitted by 09:00 IST?
Participation requires NIC eAuction India registration and a Class 3 Digital Signature Certificate (DSC). Pay the Auction Fee and EMD through Goa IDC’s escrow service, and submit both receipts on NIC along with the signed and verified Annexure A affidavit. Bidding takes place in the plot’s scheduled 30-minute slot, subject to extensions. The EMD must be credited by the plot’s deadline. Incomplete submissions or missing payments disqualify the bidder.

Can bidding continue after the scheduled end?
The brochure allows 10-minute extensions for bids placed in the final 10 minutes. NIC’s records checked on 10 September list a 5-minute elapsed-time interval and a 10-minute extension. Confirm the trigger with Goa IDC, as the two descriptions differ. NIC’s “Auction Extended Close Date” is equal to the scheduled end in those records; it does not limit further extensions. No overall extension limit is published.

What are the lease and payment terms?
The initial lease is 30 years. An extension may be sought after 10 years, up to a total term of 95 years. Land Premium is the highest bid rate × plot area. Annual Lease Rent is 2% × the ₹2,810/m² Plot Rate × area, plus 18% GST, with a 10% increase every three years. The highest bidder (H1) must submit an allotment application and Detailed Project Report within 30 days of the result. The premium, first year’s rent and lease execution are due within 30 working days of the Provisional Allotment Order. Alternatively, the premium may be paid in up to eight annual instalments at 11% simple interest, with at least 20% due within those 30 working days. Default may lead to cancellation and forfeiture of the EMD.

Is my EMD refunded if I apply for more than one plot?
The highest bidder’s EMD is adjusted against the Land Premium. Unsuccessful bidders receive their EMD back without interest, subject to the default provisions. The pre-bid clarification states that a bidder awarded one of two plots under the same auction document receives a refund for the unawarded plot. That provision does not apply across two different auction documents; confirm the refund terms before paying deposits under separate notices.
