What to check first
DDA sets each category’s properties, prices, deposits and rules in its own tender document. These answers cover what the advertisement settles, what is still to come, and how DDA ran Phase 22.
146 properties in eight categories: 74 built-up shops, 32 residential plots, 25 industrial plots, 6 multilevel car parkings, 4 commercial plots, 3 hostel plots, 1 fuel station and a cafeteria at Saket Sports Complex. DDA says the property details and procedure can be downloaded from dda.gov.in through the “E-AUCTION OF PROPERTIES” link on its home page. In Phase 22, the built-up shops and residential-plot tenders gave the help desk’s opening day as the first day their documents were available; DDA’s documents page listed them days later.

Who can bid in Phase 23?
The advertisement does not say. DDA sets who may bid in each category’s tender document. Two things the advertisement makes compulsory for every bidder: a digital signature certificate (DSC), the electronic ID that signs a bid, and registration with the EMD paid by 29 Nov 2026, 6:00 PM IST. Phase 22 issued a separate tender for each category, so read the one for the property you want and do not assume one category’s rules apply to another.
Phase 22’s registration and EMD closed on 22 May 2026. A DDA notice dated 27 May and posted on 29 May scheduled bidding for 1 and 2 June, 10 AM to 1 PM IST, with different categories on each day. Phase 23’s advertisement describes the same sequence: dates set after registration closes on 29 Nov 2026, published on dda.gov.in and the auction portal, and emailed to registered applicants.
The advertisement prints no reserve price, EMD amount or fee. Each category’s tender sets its own deposit, payment stages and terms, and the EMD must be paid by 29 Nov 2026, 6:00 PM IST, before you can bid. Phase 22’s tenders for Phase 23’s two largest categories, built-up shops and residential plots, show how far the first deposit can differ.
Phase 22 built-up shops (freehold sale)
Before biddingAn EMD of 25% of the reserve price, paid online separately for each unit
Within 7 days of the letter of intentThe winner had to bring the deposit up to 25% of the winning bid, on DDA’s BHOOMI portal
Within 60 days of the demand-cum-allotment letterThe remaining 75% of the winning bid, or within 90 days with 10% a year simple interest
Phase 22 residential plots (freehold sale)
Before biddingAn EMD of 5% of the reserve price, paid separately for each plot, and eNivida registration at ₹2,000 plus 18% GST
Within 7 days of the letter of intentThe winner had to bring the deposit up to 25% of the winning bid
Within 60 days of the demand-cum-allotment letterThe remaining 75% of the winning bid
How a Phase 22 bidder could lose the EMD
A late top-upMissing the 25% stage forfeited the first-stage EMD; up to 2 working days late could be regularised with a ₹5,000 to ₹20,000 penalty
An unpaid balanceMissing the 75% cancelled the bid and forfeited the EMD paid
A withdrawn bidA bid could not be withdrawn or changed once placed; withdrawing it forfeited the EMD
These are Phase 22’s terms, not Phase 23’s. Phase 22’s Janakpuri shops, Vikas Sadan kiosks and Café Bamboo Oasis went out on licence fee under tenders of their own, so their money terms differed again. Bids that were not accepted were to get the EMD back without interest; the residential tender said generally within 15 days of the auction.

Which portals and help lines does the advertisement name?
