How can a bidder or licensee lose money?
Before the award: false details in your declaration, or unpaid dues on an earlier DDA function site held by you or your family’s firms, forfeit the EMD; so does withdrawing your proposal within its 180-day validity, not answering DDA’s requests for clarification or information while it evaluates bids, or withdrawing or cutting a bid once placed. After you win: miss the second-stage EMD within 7 days of the letter of intent, the bank guarantee and documents within 10 days of the acceptance letter (up to 5 days’ delay costs a third of your monthly fee), or taking possession within 30 days, and the EMD is forfeited. During the licence: a fee unpaid for more than a month ends the licence automatically, forfeits the security and charges damages at double the fee (or 18% a year interest if DDA keeps you on); any breach lets DDA cancel and keep the whole security, with a ₹1 lakh penalty per day or event and blacklisting; a permanent structure ends the licence. Staying past the end costs double the fee for two months, then four times. The tender allows no fee remission under any circumstances, and DDA may take a site back for a development project at any time.

Has DDA offered these sites before?
Yes. DDA’s tender of 26 Aug 2025 listed the same 75 rows, in the same order and with the same Plot IDs, for a 10-month licence from 1 Nov 2025 to 31 Aug 2026, with bidding on 30 Sep 2025. 68 of the 74 printed sites carry exactly the same monthly reserve price as then, and three GTB Enclave sites (S.N. 34–36) differ only by paise, which 2025 did not print. Three change: Hari Nagar Sub-District Centre (dwk-77, S.N. 18) rises from ₹2,83,200 to ₹6,38,400; Hari Nagar Sub-District Centre (dwk-76, S.N. 21) rises from ₹2,26,560 to ₹5,10,720; and Ring Road, near the metro station (nz- 20c, S.N. 56) falls from ₹10,03,720 to ₹5,15,720. The tender gives no reason. This year’s licence is shorter: seven months, with three more only on extension. We could not find the results of the 2025 round on DDA’s website.

What must a winner pay, and by when?
DDA emails the letter of intent through its BHOOMI portal. Within 7 days, pay there the second-stage EMD, which takes the deposit to two months’ licence fee at your winning bid, together with one month’s fee in advance. DDA then issues an acceptance letter, generally within 15 days. Within 10 days of it, hand in a performance bank guarantee for two months’ fee, valid for 13 months, with the terms and licence deed on ₹100 stamp paper. From then the fee is due by the 10th of each month, in advance, from your own bank account, plus GST. For a ₹7,66,080 site won at the lowest valid bid, ₹7,71,080 a month, by our arithmetic: ₹3,06,432 with registration, then ₹12,35,728 plus ₹7,71,080 and GST within 7 days of the letter, and a ₹15,42,160 bank guarantee. The deposit and guarantee come back only after the licence ends, without interest.

What may a licensee do on the site?
Hold marriages, social, cultural and religious functions, fairs, fetes, melas and exhibitions, and put up temporary pandals, canopies, porta cabins and toilets. No permanent structure, no advertising or hoardings, and everything is removed at the end. The site comes as it stands. You arrange the fire NOC and file the pandal declaration (Form D) through the Fire Department, provide parking on the site so guests do not park in nearby streets, install CCTV cameras at every entry and exit, and use no single-use plastic. Delhi Pollution Control Committee norms apply: an effluent or sewage treatment plant with a grease trap as the site needs, a test report from an approved laboratory before you start, and the plant left to DDA at the end without compensation.

When does the licence run?
Seven months, 1 Nov 2026 to 31 May 2027. DDA may extend it by three months, but only if every term has been met, including paying the fee on time; otherwise vacate by the end of 31 May 2027 or ask for the extension, or daily damage charges apply. The tender fixes these dates: it does not say they move if the letters and possession take longer, or whether the first month’s fee is reduced. Three Pitampura sites, 17-A, 17-B and 17-C, are marked available only from 3 Nov 2026. You may surrender a site on three months’ notice if DDA accepts it, and the fee is payable for that notice period.

Who may bid, and what must be uploaded?
Any person or firm, for as many sites as it wants, and one bidder can win several. Register on ddaland.etender.sbi for ₹2,000 plus 18% GST, with a Class III digital signature certificate (DSC), the electronic ID that signs a bid. Upload a bank statement for the last financial year, your Permanent Account Number (PAN) card, GST registration, photo ID for an individual, Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI) registration certificates, and the declaration in Appendix 3. Barred: anyone whose earlier DDA function-site contract was cancelled or who was blacklisted, and firms linked to them; anyone with dues pending to DDA; anyone facing a pending criminal case.

How does bidding work on 30 October?
Each site is bid for separately, as a monthly rate. The first bid must be at least ₹5,000 above the site’s monthly reserve price, and each raise is ₹5,000 or a multiple of it, up to ₹50,000 at a time. A bid cannot be cut or withdrawn once placed. A higher bid in the last 10 minutes adds another 10, with no limit stated, and bidding still running at 6:00 PM IST resumes at 10:00 AM IST the next day. The tender prints no start time for 30 October, so check the portal, where each site is its own event, titled with its Plot ID and UID: match both before you pay the EMD. DDA may reject any bid, or cancel the auction, without giving a reason.

Is Keshavpuram site 7B on offer?
Ask DDA. The site list numbers its rows 1 to 75 but does not print S.N. 68: page 27 opens with only the words “TO KESHAVPURAM POLICE STATION.”, and its number, IDs, price, area and zone are blank. The Keshavpuram group’s description names five sites, 7A to 7E, and the printed rows cover 7A, 7C, 7D and 7E. Those four are ₹1,84,800 a month each, the lowest reserve in the list. In the August 2025 round, S.N. 68 was NZ-7B (Plot ID 2993), 2000 sq m at ₹1,84,800 a month. This page lists the 74 printed sites only.
