Who can bid for these properties?
Municipal conditions pp.1–3, clauses 2–8 and 26; catalogue terms 4 and 9
MSTC’s terms name registered persons, firms and companies. Municipal conditions 2–4 require registration, a prescribed permanent Security Deposit before participation (condition 2), and pre-bid EMD (conditions 3–4). The permanent deposit’s amount, payee and relationship to EMD are not specified; obtain the Municipality’s written payment instructions before bidding. Condition 6 requires all municipal tax, water, rent, lease and other dues to be paid, with proof, and bars opposing parties in court cases involving the Municipality, including pending cases. Condition 26 bars government employees and local-body representatives. A winner must submit self-attested Aadhaar, address proof, PAN, GST registration and a recent passport photograph in person (condition 8). Age, nationality, residence and entity-authorisation requirements are not fully specified; confirm them with the Municipality before paying.
Which shops are reserved for PH applicants?
Reserved-shop lot pages in catalogues 609345, 609347 and 609348
The catalogue marks 10 shops “Reserve for PH”: Bus Stand Shop No.9; Bus Stand Shop No.26; Bus Stand Shop No.35; Daily Market No.44; Daily Market No.51; Bus Stand Shop No.53; Daily Market No.57; Daily Market No.69; Bus Stand Shop No.75; Bus Stand Shop No.96. These are mixed reserved and unreserved lots, not a programme open only to a single category. The documents inspected do not establish the qualifying disability, certificate standard or any relaxation. Confirm eligibility for a marked shop with the Municipality before paying its EMD.
Are these 187 properties new?
Earlier catalogue headers: Cancelled status and 18 November sessions; current headers, lot schedules and municipal condition 3
No. These properties continue the same municipal rental programme. MSTC marks the four earlier catalogues 607501–607504, dated 8 October with bidding on 18 November, as Cancelled. The replacement catalogues schedule bidding on 19 November, with EMD due by 18 November at 4:00 PM IST. The earlier 18 November sessions and 17 November deposit cutoff no longer apply. The dated history below records the property and price comparison. Cancellation does not establish a failed auction or an award.
What money is required after winning?
Municipal conditions p.2 clause 11 and p.3 clause 19; catalogue header and post-bid EMD field
Condition 11 requires 12 months’ rent as additional security for monthly rentals, plus 18% GST and an electricity deposit, within 15 days of approval. For annual leases it instead names the annual lease amount, GST and electricity deposit. Failure forfeits the security and permits reauction. The catalogue also labels post-bid EMD as 100% and prints zero-day payment defaults unless otherwise specified. Obtain one written payment breakdown and the applicable deadline; do not assume multiple 12-month deposits must be added together. Condition 19 describes a non-refundable MSTC charge of 1% of 12 months’ rent plus 18% GST on that charge, deducted from the deposit and separately replenished to the municipal treasury.
Can the security increase with a high bid?
Municipal conditions p.3, clause 25
Yes. Condition 25 permits a higher security requirement: it gives twice the deposit for bids at 151%–250% of the minimum, three times for 250%–350%, and another multiple for each additional 100%. The printed bands overlap at 250%, and the introductory threshold is not expressed consistently with them. Obtain the Municipality’s calculation before bidding near a boundary. The clause also provides for a bank guarantee instead of a property-solvency certificate for an amount not exceeding 50% of the deposit and additional deposit; confirm the amount and acceptable form.
What rent, tenure and agreement conditions apply?
Municipal conditions pp.1–3, clauses 1, 14–17 and 20–24
Rent and 18% GST are payable by the fifth of each month. The security cannot substitute for rent and earns no interest. Condition 16 provides 5% annual rent increases with extension up to 12 years; this does not establish an unconditional 12-year grant. Within seven days of the confirmation order, the winner must submit a notarised agreement on ₹100 stamp paper. The tenant pays electricity charges. Unauthorised alterations, damage or encroachment can lead to penalties and cancellation. Condition 1 identifies general municipal lease conditions approved by council resolutions 275 and 276 dated 26 November 2025. Condition 24 directs buyers to the Municipality’s website. A separately identifiable complete copy was not located in the authority material checked; request those specific conditions before committing.
How can a bidder lose the deposit?
Municipal conditions 7, 10–12 and 21; catalogue terms 19, 20, 23 and 25
Ineligibility discovered after participation can result in rejection and forfeiture. Missing the winner’s payment deadline, breaching the lease or transferring or subcontracting it can also cause forfeiture, cancellation and penalties. The highest bid needs municipal approval. Bids remain valid for acceptance for 60 days after close, extending to the next working day if necessary. The Municipality or MSTC can reject bids or withdraw a property; no award is guaranteed by an automatic bid-status message.
What happens to an unsuccessful or earlier deposit?
Municipal conditions 5 and 20; catalogue pre-bid EMD terms 1–6
The highest bidder’s pre-bid EMD is retained; other bidders’ amounts return to their MSTC e-wallet, from which a refund request can transfer funds to their bank. No interest is paid. The November catalogues use new auction numbers, so do not assume a deposit for a cancelled catalogue transfers to this one. Verify the current lot amount and allocation in the MSTC EMD ledger before paying again.
How should I inspect and compare the properties?
Catalogue headers, parking lot and terms 11, 14 and 29
The published inspection window is 28 October–18 November, without visiting hours. Arrange access with Arcot Municipality’s office through its official website before travelling. The sale is on an as-is and no-complaint basis; bidders must verify condition, dimensions, permitted use and costs themselves. The parking row lists 3,909.108 and 51.75 sq ft separately and a monthly Start Price; confirm the parking/counter boundaries and the applicable licence period rather than adding the areas or assuming an annual price.
