What must be submitted online and in person?
Pay the plot-specific EMD and participation fee through the designated HPSIDC payment route. Upload payment proof, KYC, authorisation where applicable, the signed undertaking and a brief industrial project profile. Use a Class 3 Digital Signature Certificate and finish “Send for Approval” by 9 November, 5:00 PM IST. Then send one complete self-attested set to the Managing Director, HPSIDC, New Himrus Building, Cart Road, Shimla–171001, to arrive by 10 November, 11:00 AM IST. Mark the envelope “CONFIDENTIAL – DOCUMENTS FOR e-AUCTION”, with Auction ID 2026_HP_52 and the plot number. Hard copies do not replace online submission.
Legally eligible individuals, sole proprietors, partnerships, LLPs and companies may apply in their own name. Entities still under incorporation or registration are ineligible. Existing HPSIDC allottees need the NOC specified in the KYC checklist. Only approved participants may bid. The plot must be used for a permissible industrial activity; submit the proposed product, investment, employment, utilities and implementation plan. Allotment does not grant pollution, building, fire or other statutory approvals.
Bidder terms, key milestones and clauses 1.6, 2.5 and 3.2–3.4
How much follows a successful bid?
After approval and issue of the provisional acceptance or demand letter, bring the total paid, including EMD, to 10% of the accepted bid within four working days. Pay the remaining 90% in three instalments of 30% each on the dates HPSIDC sets in its approved schedule. The documents do not fix those instalment dates. Highest-bid status alone does not confer allotment. Full payment, required documents and deed formalities precede possession unless HPSIDC approves another sequence in writing.
Davni allotment rules 1 and 4–7, 11 and 24–25
What does the 95-year lease require?
Complete the industrial building, install machinery and commence production within two years of allotment. HPSIDC may grant extensions on written request for circumstances beyond the allottee’s control, at 5% of plot cost for the first extra year and 10% for the second; after that the plot stands resumed. Lease money is ₹1per sq m annually for the first 30 years, ₹5 for the next 30 and ₹10 for the remaining 35. Published maintenance is ₹15per sq m annually, subject to revision. Industrial use, approved plans, pollution controls and permissions for subdivision or amalgamation remain binding.
Bidder terms 1.4.4, 1.6.2, 2.4.2 and 3.1–3.4; Davni rules 3, 5, 7.3–7.4, 20 and 26
What can default or surrender cost?
Bids are irrevocable. HPSIDC may reject the highest bid or any bid, or withdraw a plot, without giving reasons and without compensation or interest. Missing a payment deadline can lead to cancellation and forfeiture of the EMD and other amounts paid, to the extent the approved conditions allow. If HPSIDC’s final measurement finds more area, the extra premium is due before the deed or possession; less area is refunded without interest. HPSIDC can also demand extra premium if a Land Acquisition Collector’s compensation award is enhanced on reference or appeal. If production does not start in time or maintenance charges stay unpaid, HPSIDC can resume the plot and any building on it without compensation except the plot-cost refund. After full payment and execution of documents, that refund is 75% of the principal paid, less outstanding dues and charges, whether the allottee surrenders the plot or HPSIDC cancels it for unmet conditions. A lease obtained by misstatement or fraud can be resumed without compensation, and false information can lead to forfeiture of deposited amounts. Unsuccessful-bidder EMD is returned without interest after closure or cancellation and reconciliation; participation fees are non-refundable.
Davni allotment rules 21–22
What does a transfer or mortgage require?
Transfers require HPSIDC’s prior written permission, including share transfers to anyone other than the original promoters declared at allotment. An approved transfer attracts 50% of the unearned increase or 10% of the original plot cost, whichever is higher; HPSIDC’s decision on market value is final. A mortgage to a bank or financial institution also requires prior written approval and the prescribed fee. On a lender’s sale or foreclosure, HPSIDC’s same charge takes priority over the mortgage, the lender needs HPSIDC’s consent before selling, and HPSIDC may buy the property first after deducting that charge.
Bidder terms, key dates and clauses 2.3.1–2.3.3; notice conditions 4 and 6
How can I inspect the site and check amendments?
The published inspection period is 21 October–7 November on working days. Contact the Assistant Engineer named on page 2 of the bidder terms to arrange a visit. Check plot boundaries, dimensions, access, water, power and the approvals needed for the intended activity. Plots are sold as is where is: HPSIDC will not consider later claims about anything a reasonable inspection would show, and its final measurement sets the area. HPSIDC publishes amendments on its own e-auction page. The short notice gives an 11:00 AM IST submission opening on 19 October, while the bidder terms and NIC give noon IST; the online close, participant-approval and auction dates agree, and only the notice gives the hard-copy deadline.
Check each plot’s current record, reserve, EMD, and published area details in the linked official auction materials. Registration and bidding use the official eauction.gov.in portal.
