Who may bid, and whose name is allotted?

The bidding is open to citizens of India and to NRIs or persons of Indian origin above 18, including people who already own a residential property. One person may bid for another person, a partnership firm, a company or a Hindu undivided family, but must give CHB an authorisation before the allotment letter, or the deposit is forfeited. The allotment is in the highest bidder’s name; a family member may be added before that letter, but no name may be deleted or replaced. Anyone debarred by a court or authority from contracting with CHB or a government department may not bid or be allotted. A bidder living outside India must meet the Foreign Exchange Management Act and other applicable rules on remittances and the permission needed to acquire the dwelling; CHB takes no responsibility for a breach. Register on GeM and pay a separate deposit for each dwelling there. Any other category condition is unverified here; confirm it with CHB.

What changed from the August auction?

GeM Auction 41428 reoffers 12 of the 14 dwellings from August’s auction 38042, each with the same covered area, reserve price and deposit. The two Sector 63 two-bedroom flats, 2170-B and 2173-C, are not listed; The Tribune reported on 2 September that two Sector 63 flats sold in August, and CHB has published no result. The October terms change three things: the 25% payment now runs from the competent authority’s acceptance of the bid, not from the close of bidding; inspection is every Wednesday and Saturday until EMD payment closes; and the tax clause cites the Income Tax Act, 2025. Five of the Indira Colony dwellings were also in CHB’s December 2025 GeM auction 27521, at lower reserve prices: unit 2514-1 was ₹41,06,992 then and is ₹50,99,821 now.

Does allotment give ownership?

No. Under clause 21, CHB remains the owner of the land and building until the conveyance deed is executed and registered. Allotment alone gives the bidder no right, title or interest in the property, although taxes and levies remain payable. Clause 19 also requires membership of a registered agency for common-area and service maintenance before possession, or later when CHB requires it.

It identifies temporary offices at 2502-3 Indira Colony, 5533-3 MHC Manimajra and 3706 Sector 46. Deposits are paid on GeM from 12 October, 10:00 AM IST to 21 October, 5:00 PM IST, and bidding runs from 23 October, 9:00 AM IST to a scheduled 27 October, 4:00 PM IST close, extended by 15 minutes for each late bid with no limit. CHB’s October terms move the 25% payment to five working days after the competent authority accepts the bid and set inspections every Wednesday and Saturday. Bidding closed 1 Sep, 20½ hours after the scheduled close

The revised terms scheduled the close for 31 Aug at 4:00 PM IST and allowed unlimited extensions, so the scheduled close was never the known one. In our 2 Sep, 7:59 PM IST check, GeM’s public Forward Auction search listed auction 38042 under Closed with an auction end of 1 Sep 2026, 12:30 PM IST, and served an Auction Result page carrying no winning bidder, bid price or acceptance row. That end is about 20½ hours after the scheduled close, and GeM prints “Auto Extension: Applicable” and “Auto Extension Mode: Unlimited” beside it. The same GeM record reproduced all 14 dwellings, their covered areas and their reserve prices unchanged, so this record was preserved as concluded. The reported result was added the following day, from the press.

CHB added viewing slots before the deposit deadline

CHB added more viewing slots before the deposit deadline. Its 14 August office order (No. SE-II/CHB/2026/3035079) staffed the temporary CHB office on 14, 17–21 and 24 August, 2–5 PM IST, and on Saturday 22 August, 10 AM–5 PM IST. Those slots covered most of the previously unslotted 13–24 August period, but not 13, 15, 16 or 23 August — including the Saturday of 15 August. Viewing has now closed. Nothing else changed: same 14 homes, same reserve prices and deposits, deposits closed 24 August, bidding runs 25–31 August.

EMD and bidding deadlines extended; bid increment raised

At our 12 Aug 2026, 6:17:51 PM IST check, CHB had added the Corrigendum and replaced the terms for GeM Auction 38042. The Corrigendum extends the EMD deadline from 12 Aug at 5:00 PM to 24 Aug at 5:00 PM IST and moves bidding from 14–24 Aug to 25 Aug at 9:00 AM through 31 Aug at 4:00 PM IST. The revised terms raise the minimum bid increment from ₹5,000 to ₹50,000 and direct bidders to check the CHB website for inspection dates. The unchanged public notice says inspections run every Saturday until EMD payment closes; the latest linked office order, No. SE-II/CHB/2026/3011163 dated 5 Aug, lists 2:00–5:00 PM IST slots on 6–7 and 10–12 Aug plus 10:00 AM–5:00 PM IST on Saturday 8 Aug, with site-office contacts for all four property groups, and publishes no slot for the extended 13–24 Aug period. We compared the current documents with their predecessors: the 14 dwellings, reserves, property-specific EMDs and payment terms are unchanged.
