Amritsar Galiara parking: ten sites, one contract

The notice requires the contract to be in one person’s name, with no partners, and bars anyone who already owes dues to the government. Each bidder must deposit ₹50,000 earnest money before bidding; the contract cannot be sublet. The price form uses the word “agency”, but does not clearly establish whether companies, firms or authorised representatives may bid. Confirm those cases and the required documents with the Estate Officer before paying.

The reserve is ₹17,30,000 per year for the whole contract, with GST extra. The last column of the bid form asks for a rate per month, also with GST extra. These are different time bases: do not read ₹17,30,000 as a monthly price or a separate reserve for each site. Ask the Estate Officer to confirm the required monthly quotation and its comparison with the annual reserve.

The notice schedules an open physical auction on 28 October 2026 at 11:00 AM IST at PUDA Bhawan, Shri Guru Ram Dass Urban Estate, Airport Road, Amritsar. Condition 3 requires ₹50,000 earnest money before bidding. The notice does not give a separate payment deadline or payment method for that earnest money. Condition 7 requires 10% of the full bid amount in cash on the spot and another 15% within seven days by demand draft in favour of the Chief Administrator, ADA, Galiara Project, Amritsar. Failure can forfeit the earnest money and the 10% payment. The remaining 75% is payable in three equal quarterly instalments, within the first seven days of each quarter, with 12% interest; late instalments attract the stated 12% plus 3% penal interest. The April–December table is an example, not this October contract’s start date. Obtain the actual payment schedule in the allotment letter.

Operation requires final approval by the Deputy Commissioner-cum-Project Director, Amritsar. Condition 10 provides for cancellation and forfeiture if the successful bidder does not start work within one week after the allotment letter. An extension requires the competent authority’s approval; it is not automatic.

The published tariff is ₹10 for a bicycle, ₹15 for a scooter or motorcycle, ₹30 for an auto or three-wheeler, and ₹40 for a car, jeep or van. The table does not state an hourly or daily duration. The operator must display the rates, issue printed receipts or tokens and collect charges only for vehicles parked inside the contract boundaries.

The sites are offered as is where is. The operator is responsible for cleanliness, lighting, staff records, keeping access routes clear, installed equipment and vehicle theft within the parking site. Advertising and new construction are prohibited. The authority may cancel on one month’s notice. Leaving early can forfeit the security and trigger recovery of the contract amount with 18% interest; re-auction losses can also be recovered.
