Two numbers decide what a lot costs to chase. The first is the reserve price — the authority’s floor, below which no bid is accepted. The notice sets this bidding rule: the first bid is the reserve price plus one ₹20,000 increment; later bids rise in ₹20,000 multiples, with at most ten increments per bid. Across these 8 lots, the reserve runs from ₹93,700 – ₹78.45 L. The lots measure about 93.45 to 2,400 square feet (the notice states the area is approximate and allows variation). The reserve is the floor; the notice’s bidding rule above controls which bids are valid, and neither predicts the price it will settle at. The second number is the earnest-money deposit (EMD) — a refundable pre-bid deposit — here ₹9,500–₹7,85,000 per lot, exactly as printed in section 2(A). OSHB states that unsuccessful applicants’ EMD is refunded without interest within two months of the auction or lottery. The processing fee and its GST are non-refundable; withdrawal and default can forfeit the EMD. These two are not the whole cost: a bidder also budgets for ₹5,900 non-refundable processing fee including ₹900 GST per application, ₹1,180 TenderWizard registration fee including GST, valid for one year, and registration charges, stamp duty, GST, taxes and applicable association and maintenance charges.

Who is eligible to apply?
MIG plots require annual family income of ₹6,00,001–₹9,00,000. HIG plots and commercial shops require annual family income above ₹9,00,000. The brochure requires Indian citizenship and permits applications for minors through the stated parents or guardians. One family may receive only one allotment in a housing scheme in the same locality. An applicant or family member who owns or has been allotted a residential plot, house, flat, SCR or shop by OSHB or another government agency in the same locality or municipal area is excluded. Third-party transfers and earlier cancellations also carry exclusions; read section 4 in full.
The EMD, ₹5,000 processing fee and ₹900 GST are paid in a single transaction at application. The brochure requires the payment receipt, prescribed affidavit, identity and residence proofs, photograph and signature. The application website also lists a cancelled cheque for refunds. Applications and payments are submitted through the official OSHB channels.

How does an approved applicant enter bidding?
After OSHB confirms the application, the bidder registers on TenderWizard OSHB using the OSHB acknowledgement and a Class III Digital Signature Certificate (DSC). The brochure prints a non-refundable ₹1,180 registration charge including GST, valid for one year. PAN and portal registration are mandatory.

What are the increment and late-bid rules?
The first bid starts at the reserve price plus one ₹20,000 increment. Subsequent bids use multiples of ₹20,000, with at most ten increments per bid. Section 6.7 says a bid in the final five minutes adds ten minutes and illustrates repeated extensions; its final sentence instead refers to no bid in the last ten minutes. Both clauses allow unlimited extensions. Confirm that wording with OSHB; the published closing time is not a guaranteed finish.

When is the balance payable and possession given?
OSHB adjusts the interest-free EMD against the bid value or cost. The balance is due in one instalment within three months of OSHB’s intimation. On application and Managing Director approval, an extension of up to three more months carries simple interest at 10.75% per annum or the highest prevailing State Bank of India (SBI) marginal cost of funds based lending rate (MCLR) + 2%, whichever is higher, plus applicable GST. No further extension is allowed and the EMD is forfeited. On cancellation for payment default, OSHB forfeits the EMD and refunds the balance deposit without interest. Possession follows full payment and execution of the required lease or agreement.

Which breaches can forfeit payments or cancel the allotment?
The property must be used for its allotted purpose within three years of physical possession. Failure forfeits the deposits and cancels the lease or allotment at the allottee’s cost and risk. An allotment obtained through false or fabricated information or suppression of facts is cancelled with forfeiture of the total consideration received by OSHB and loss of the right to possess the property and any construction. The brochure also makes the allottee liable for criminal prosecution for false affidavits or information.

What happens if the deed or possession is delayed?
OSHB charges ₹5,000 per month for watch and ward if the allottee fails to execute the agreement or deed when intimated. Beyond six months from that intimation, the allotment is cancelled. After deed execution, taking possession late also attracts ₹5,000 per month for up to six months from the stipulated possession date; failure to take possession within that period cancels the allotment. In either case, deposited amounts are refunded after the deductions required by OSHB’s rules or guidelines.

What happens if the application is unsuccessful or withdrawn?
Section 11 promises unsuccessful applicants’ EMD refunds to their stated bank accounts within two months of the e-auction or lottery, without interest. Processing fee and its GST are non-refundable in every case. Withdrawal after selection and payment default can forfeit the EMD; the brochure also restricts participation in future OSHB schemes after specified cancellations.

What property conditions and extra charges apply?
All units are offered as is where is and whatever there is. OSHB allows the area to change on final measurement, with payment adjusted proportionately. Registration charges, stamp duty, GST, taxes and applicable association and maintenance charges are extra. Ownership transfer is permitted only after two years from taking possession and executing the lease deed, with all dues cleared and the required OSHB transfer fees paid. The original scheme’s allotment conditions continue to apply; the brochure does not establish freehold title for these units.
