Where is Ekamra Residency, and what is included?
The project is at Subudhipur, K-4 Kalinga Nagar, Bhubaneswar, on Plot 25(P), Khata 62. Phase I offers 496 flats in Blocks A and B within the larger 704-flat project. The brochure lists parking, lifts, a community centre, gym and rooftop swimming pool. It cites occupancy certificate 44380/BMC dated 28 July 2026 and ORERA registration RP/19/2021/00454. These are the authority’s published particulars; BiddingPulse has not inspected the property.

Are the published flat prices all-inclusive?
No. The filled price tables on pages 10–13 exclude statutory fees, charges, taxes, levies and processing fees. Page 14 says allotted parking is included but stamp duty, registration and applicable charges are extra. The blank draft agreement on page 30 uses tax-inclusive wording and has separate blank maintenance and documentation entries. Ask BDA for the completed breakup and applicable tax treatment; do not treat the listed flat price as an all-in budget.

Who can apply, and which documents are required?
Applicants must be Indian citizens, at least 18 by the last application date and legally competent to contract. One unit is allowed per family, defined as husband, wife and minor children. Obtain a Unique Account Number (UAN), PAN and an own-name savings account with a scheduled bank. Upload the Annexure II affidavit, deposit payment proof, Annexure IV bank details and application-fee receipt. The helpdesk is at BDA’s Akash Shova Building, Sachivalaya Marg, or at the project site.

How are applicants and specific flats selected?
The brochure provides for two lotteries within the selected flat type and floor category: one selects prospective allottees and the next assigns specific flat numbers. The categories are Discounted, Base and Premium. If applications are fewer than available assets, the committee may select applicants, but specific flats are still allotted by lottery. No lottery date is published in the brochure.

When is the remaining flat price payable?
Pay the ₹2,00,000 EMD with the application. After selection, the first instalment is 10% of the flat cost, less that EMD, within 30 days of intimation. The remaining instalments are 20% within two months, 30% within four months and 40% within six months of executing the agreement. The brochure schedules possession within one month of final payment, subject to its force-majeure clause. A delayed home loan does not automatically extend these deadlines.

Is the deposit refundable if I am not selected?
For unsuccessful applicants, the ₹2,00,000 security deposit is refundable without interest within 60 days of Property Allotment Committee approval. The separate ₹10,000 application fee includes GST, is non-refundable and is not adjusted against the flat price. For successful applicants, the deposit is adjusted against the first instalment.

What happens if I withdraw or miss the initial payment or agreement deadline?
Section 8 provides for a 10% EMD deduction if a selected applicant misses the first instalment, and a 20% EMD deduction if the applicant pays the booking amount but fails to execute the agreement within 30 days. It states a 45-day refund period in those cases. Withdrawal after agreement for reasons not attributable to BDA forfeits the 10% booking amount, with the remaining refund subject to dues. The draft agreement’s clause 21 instead describes a rectification notice and return of all sums for its agreement-execution default. These provisions differ: obtain written clarification of the terms applicable to your stage before paying or withdrawing.

What if I miss a later instalment or need more time?
Missing a later 20%, 30% or 40% instalment, or an approved extension with accrued interest, can cancel the provisional allotment with forfeiture under clause 8, including the 10% booking amount. An extension is at BDA’s discretion, for at most six months from the instalment’s due stage, with 12% annual interest on the outstanding amount; payments clear interest first. Draft-agreement clause 9.3 instead refers to interest at the RERA Rules rate and cancellation if default continues beyond two consecutive months after notice, deducting booking money and interest liabilities. It also requires at least 30 days’ termination notice. Obtain written confirmation of the applicable interest and default terms before committing.

Can false information or multiple family applications forfeit deposits?
Page 15(h) makes false or misleading eligibility information liable to cancellation or forfeiture of deposits, including the EMD. Page 16 instead says deficient or misleading applications are rejected but the EMD is refunded. These provisions conflict: obtain written clarification from BDA rather than assuming a refund. Separately, page 19 says multiple applications or allotments within one family are invalid and can be cancelled with forfeiture of all deposits. The family rule covers husband, wife and minor children.

Can I inspect the flats, and what tenure is offered?
The brochure offers the flats on an as-is-where-is basis with freehold rights subject to the sale deed and scheme terms. Site visits require BDA’s prior permission. Check the specific flat, access, parking, services and final agreement before applying. Page 15(xii) says BDA will not entertain later claims about non-inspection, condition, layout, specifications, quality or amenities, except matters expressly assured in the allotment letter or other BDA documents. A published completion certificate does not replace an inspection.
