Understand the two rights and the two price components

IDA’s Notice Inviting Tender (NIT) names the project “Development of Convention-cum-Exhibition Centre on PPP Mode at Scheme No.172 in Indore”. IDA invites bids from reputed and experienced entities for this public-private partnership (PPP). The convention-centre land and the commercial land carry different rights and obligations.

Notice 194 · project description

What does the successful bidder receive?

An 11 ha licence/concession to design, build and finance a convention / exhibition centre, then operate, maintain and manage it. The separate 6 ha component conveys freehold ownership rights to develop and dispose of plots or built property. The convention-centre site and facilities must be handed back to IDA after the concession.

Notice 194 · reserve prices and evaluation

How are the bids compared?

Bidders quote both an annual concession fee and a sale premium. The reserve annual fee is ₹3 crore; the reserve sale premium is ₹241.50 crore. Selection uses the highest total bid price: the net present value of annual concession fees over the concession term, discounted at 10% per annum, plus the sale premium.

Notice 194 · project cost and periods

What is the development commitment?

Construction is allowed three years, followed by a 45-year concession. IDA’s estimated convention-centre project cost is ₹545.77 crore, separate from the sale premium and annual concession fees.

Notice 194 · RFP Document Cost and bid security

What must be paid to participate?

The RFP Document Cost is ₹1,18,000 including GST. Bid security is ₹2.75 crore. Both are payable online, with no exemption. The detailed terms are in the paid RFP.

IDA notices 143/52 and 194 · The Times of India, 13 Jul 2026 (single press source; its ₹545.77 crore cost, 11 + 6 ha split and 3 + 45-year terms match both notices)

This second call lowers the reserve sale premium from ₹365.70 crore to ₹241.50 crore. The other headline financial and tenure terms match in the two notices; the paid RFPs were not compared.
