Signed notice note 1; conditions 7, 13–14; official public detail records
Who can participate?
Use Rajasthan SSO and obtain approval of the bidder profile and refund bank account before paying the plot-specific EMD. The conditions require a PAN card copy. The reviewed notice and 15 conditions do not state a complete age, citizenship, residency, joint-bid or entity eligibility rule; confirm the applicable profile documents and any use-specific requirements with BDA before payment. NRI Colony is a locality name, not evidence of an NRI-only restriction. Hotel and hospital land uses do not by themselves establish operating permissions.
Conditions 2–4 and 6; 15% examples are BiddingPulse calculations at BSP
How can a bidder lose money?
Missing the first 15% payment within three working days from the auction date forfeits the plot’s EMD: ₹25,650–₹52,17,459, and cancels the land auction. Paying a later instalment within its permitted extension attracts 15% interest on the remaining amount, counted from the auction date. Missing the extended payment deadline forfeits the initial 15% and cancels the auction. At the published Bid Start Prices, that 15% is ₹1,92,375–₹3,91,30,946.10, calculated by BiddingPulse and rounded to paise; the actual amount follows the winning bid. The conditions do not say what happens to a 35% instalment already paid. Ask BDA about that money before bidding.
Conditions 1–4
What must the winner pay, and by when?
The conditions require 15% of the bid within three working days from the auction date. After bid acceptance, 35% is due within 120 days from the auction date and the remaining 50% within 180 days. For the 35% instalment, the terms describe a further 60 days or an extension under the applicable provision; for the 50% instalment, a further 90 days. The conditions set EMD at 2% of the plot’s bid start price; use its printed rupee amount. Obtain the authority’s demand and EMD adjustment before paying.
B-I/231, Auction ID 45732; BSP and lease-rate notes on each record
Which price should I compare?
Compare the Bid Start Price (BSP) per square foot and the portal’s assessed value at that rate. For example, Joor Beer B-I/231 has 3,600 sq ft, ₹1,791 per sq ft, ₹64,47,600 assessed value and ₹1,28,952 EMD. The final commitment follows the highest bid and other charges. The separate “Reserve Price (for Lease/UA calculation only)” is the rate BDA uses to calculate lease charges (urban assessment). The documents do not print the payable lease amount or percentage; ask BDA what is due.
Notice note 1; conditions 7 and 14; guide pages 1–7
What must I complete before paying?
The notice directs bidders to Rajasthan Single Sign-On (SSO), Urban Services, a bidder profile and a refund account. The participation guide requires profile and refund-account approval before proceeding to the selected auction. The conditions require a PAN card copy. Complete the profile and refund-account approvals before paying. Once NEFT/RTGS is selected, the guide says it cannot be switched to online payment. The bid room opens after successful EMD payment. NRI Colony S-7, Auction 45740, prints a 4:00 AM IST NEFT cutoff on 30 November, against 4:00 PM IST on the other 53 records. Obtain written confirmation before the earlier time; all 54 online-payment fields still print 11:59 PM IST.
Current 54 stable Property IDs; retained October 42-row inventory; eight matched July physical-property records
Is this a new scheme or another offer?
The 54 properties in this notice are a different roster from the 42 plots offered in October, which have their own record. No stable Property ID or physical plot matches that October roster. Eight Joor Beer plots match the July inventory: B-I/231, B-I/462, B-II/154, B-II/21, B-II/31, D-II/216, D-II/289 and D-IV/47. Their current Bid Start Price is ₹1,791 per sq ft, compared with ₹1,781 in the matched July records. A new auction ID, changed rate or timetable does not establish the outcome of the earlier offer.
Signed notice, all 20 priced lines; all 54 public property details
Where are the plots, and what use is offered?
Joor Beer Colony has 20 residential plots and Yadvendra Sharma Chandra Nagar has 11. NRI Colony has 13 commercial plots, one hotel plot and one hospital plot. Purani Jail Block C has eight residential-cum-commercial plots. The ten hotel, hospital and mixed-use detail pages use the generic label “Other”; this page retains the specific use in the signed notice and scheme names. Obtain the approved plan and use permissions before designing a building.
Conditions 5 and 13–15; assessed-value notes on each plot record
Are there rebates or other costs?
Full payment within 15 days from the demand note earns the stated 1% rebate on the bid amount. The conditions refer to a participation fee paid through the portal but print no amount. Condition 15 states a 1% tax-deducted-at-source obligation under section 194-IA for property costing ₹50 lakh or more. Condition 13 also applies BDA’s general terms: obtain those before bidding. Check the demand, tax and lease/deed formalities for other charges.
Conditions 1 and 9–13
What should I check at the site and before allotment?
Plots are offered as is where is. The authority asks bidders to visit the site before participating. Actual area can increase or decrease, with extra payment or a refund for the difference. Check boundaries, access, the attached plan and permitted use. Four plans print areas different from the notice and portal: Hotel/1, C-14, C-15 and C-16. Both figures appear beside those records; obtain BDA’s measured area and demand before committing money. BDA may accept or reject the highest bid; the conditions make that decision final and binding. A highest bid does not itself establish allotment.
Conditions 1–6; all 54 detail-page fee tables
Is the EMD refundable?
Condition 1 says an unsuccessful bidder’s EMD is refundable and the winner’s is adjusted, while 36 current portal fee tables label EMD “Not Refundable”; the other 18 say “Refundable/Adjustable”. Each plot record below preserves its own label. The 36 non-refundable labels conflict with condition 1. Obtain written confirmation from BDA before payment; payment default can separately cause forfeiture under the conditions. Neither source establishes a guaranteed refund day.
