The notice sets this bidding rule: a ₹10,000 minimum auction increment above BDA’s start price, as stated in the full bid book. Across these 2 plots, the reserve runs from ₹26,23,21,430 – ₹40,31,23,640. Published plot area spans approximately 7,280 to 11,080 square metres (the notice allows variation). The reserve is the floor the notice sets; it is not evidence of a final or accepted price. The second number is the Earnest money (EMD) — here ₹2,62,32,143 for the PSP plot and ₹4,03,12,364 for the hospital/health-center plot, as printed in the notice. Bid-book §1.2 states that unsuccessful bidders other than H1 (the highest bidder) receive EMD after financial evaluation, without interest. Who can apply, and which documents are required?
Section 1.4 permits Indian individuals, Indian-registered firms, LLPs, societies, trusts and companies, and Indian government agencies or PSUs. Use a Class 3 Digital Signature Certificate and submit two covers: signed application, payment details, PAN/Aadhaar and the notarised Annexure B affidavit in the technical cover; the prescribed price spreadsheet in the financial cover. Annexure B specifies ₹100 non-judicial stamp paper. Annexure C also contains reserved-category clauses; confirm which declarations apply to these two UR tenders.

When does bidding end, and how is the highest offer selected?
The scheduled auction is 24 September, noon–2:00 PM IST. A bid in the final 10 minutes triggers a 10-minute extension; extensions repeat without a stated cap. The minimum increment is ₹10,000. BDA compares the submitted financial bid with the final auction price and uses the higher offer, subject to approval. With only one eligible bidder, the book disallows auction-stage price revisions and considers the original financial bid. The datasheet also prints “Maximum Seal Percentage: 50%” without defining that term.

What fees and EMD rules apply?
Pay the ₹1,000 non-refundable tender fee and the plot’s EMD through MP Tenders; gateway/service charges and GST are additional. No interest is payable on EMD. Unsuccessful bidders other than H1 (the highest bidder) receive their EMD after financial evaluation. Withdrawing or modifying a bid during its validity period can forfeit EMD; the selected bidder can also lose EMD by failing to accept within the allotment letter’s time limit. Annexure A states 90-day offer validity from submission.

Which tenure and payment terms need BDA’s clarification?
The main conditions and Annexure C state freehold/Bhumiswami rights. Annexure A still refers to a lease deed and annual lease rent. Annexure C asks for 90% of the accepted offer in four equal instalments at 60-day intervals, with the remaining 10% and other dues separately notified; Annexure A instead mentions a balance of 75%. Obtain BDA’s written clarification of these inconsistent forms, including how EMD is adjusted, before committing funds. Section 1.2 requires online payment, while Annexure A still has bank-draft fields; confirm how to complete that form.

What follows allotment, and what can be forfeited?
Annexure C states 12% interest for payment after the demand letter’s due period, and forfeiture of the registration amount for missed instalments or withdrawal after acceptance. Early full payment is permitted; possession follows payment, execution of the sale deed and submission of its registered copy. Applicable taxes, property tax and the stated society charge remain payable. The book calls for 1% tax deducted at source (TDS) on an offer above ₹50 lakh; this is its stated withholding requirement, not an extra 1% price premium.

BDA’s notice-board headline calls the two properties commercial. The signed notice and bid-book property tables give the more specific uses: PSP and Intermediate Hospital / Health center. Those labels are retained here. Notice 638 also requires the highest bidder to submit hard copies to BDA. Allotment requires document verification and Board approval; BDA may accept or refuse an offer. The Chairman’s decision is final in disputes under the published conditions.
