Does the highest offer secure the duplex?

Approval is required. BDA’s published general disposal rules allow the competent authority to approve the highest offer at or above Reserve if satisfied that there was sufficient competition or effort to obtain the best offer, even when only one offer is received. Payment alone does not submit an offer or secure allotment. Notice 632 does not publish a tie-break rule; check the selected unit’s application conditions with BDA.
