What are the reserve price and EMD for this agricultural land?

The reserve is ₹1,61,93,000 and the earnest-money deposit (EMD) is ₹16,19,300. The signed order’s EMD schedule and current listing close at 4 PM IST.

The same order gives 5 PM IST for supporting documents, and its proclamation also uses 5 PM IST for EMD. Use the earlier 4 PM IST deposit cutoff unless the Recovery Officer issues a clarification.

Who can bid for this agricultural land, and how do I register?

This is a Recovery Officer sale under the tribunal’s proclamation. Register on bankeauctions.com and obtain a valid digital signature certificate.

Submit the EMD DD/pay order, PAN, identity/address proof, bidder contacts and payment receipt to the Recovery Officer by hand or email; companies need authority documents. The order mentions RTGS/NEFT receipts, but its operative EMD clause specifies a DD/pay order: obtain the officer’s exact accepted instructions.

NRI bidders must enclose the passport photo page and route the bid endorsed by an Indian mission. This procedure does not establish eligibility to own agricultural land; verify that separately before applying.

Does the bank have possession, and can I inspect it?

The lender’s sale notice doesn’t say whether its possession is physical or symbolic. The sale notice gives inspection as follows: Arrange inspection with the court-appointed local commissioner; no fixed visit date is printed. Ask the officer named in the proclamation before you pay the EMD.

What do I pay if my bid is accepted?

The signed order allows the 25% payment, after adjusting EMD, by the next bank working day before 4 PM IST. However, Annexure A, clause 5 requires payment immediately on the same day; it allows the next bank working day by 4 PM IST only if banking hours are over.

These instructions conflict. Obtain the Recovery Officer’s confirmation of the payment deadline and method before bidding.

Pay the remaining 75% on or before the 15th day from the sale, excluding the sale day; if that day is a Sunday or holiday, the next office working day applies. Pay the additional poundage fee: 2% on the first ₹1,000 and 1% on the remaining purchase price.

Default may forfeit the deposit after sale expenses and lead to resale. Unsuccessful bidders may collect EMD immediately after auction closure, with original ID and without interest.

What other charges or claims could I face?

The proclamation makes the sale subject to publication charges, land revenue and other encumbrances. Its schedule records revenue, encumbrances and claims as not known, despite the bank’s submission that none is pending.

Independently check title, permitted landholding, revenue records and liabilities; the tribunal disclaims errors or omissions in the schedule.

What are the withdrawal, payment and sale risks?

The proclamation does not establish physical or symbolic possession by the lender. It describes the original owners as in possession.

The sale is as is where is and without recourse; the highest bid gives no title until the Recovery Officer confirms it. The officer may reject, postpone, add or remove property; payment of recoverable dues can stop the sale.

The published share/extent figures require checking against the revenue records.

What are the bidding rules?

The signed order provides ten-minute extensions for bids in the final five minutes, but its attached proclamation and the listing say five-minute extensions. No final extension limit is established. Confirm the governing rule; the displayed close remains scheduled.
