Three months or six months — and when does possession start?
Every premises lot prints a quantity of six months. General condition 1 instead gives three months, or reinstatement/cancellation of the old contractor or completion of the new tender process, whichever is earlier; extension is not a right. Additional condition 9 postpones the new agreement and possession until any active agreement with another party expires. No inspected document resolves the duration conflict or gives a possession date. Ask PUNBUS to confirm both in writing; this page does not calculate a six-month contract total.

Is there a separate EMD payment deadline?
The seller requires registration and each lot’s pre-bid Earnest Money Deposit (EMD) before participation, but the inspected documents give no separate calendar cutoff. The 23 September inspection end is not a payment deadline. Confirm the cutoff with MSTC. Condition 5 quotes MSTC registration at ₹1,000 plus GST for one-time registration or ₹10,000 plus GST for lifetime registration; confirm the applicable option with the portal. General conditions 5 and 9 provide for refund of unsuccessful bidders’ EMD without interest; the winner’s EMD is retained pending approval and possession and may be adjusted against contract security.

What must the winner pay, and by when?
Within five days of the Letter of Intimation (LOI), condition 12 requires signed acceptance, two months’ rent plus GST as security, and a service charge of 1.75% plus GST — printed as 2.065% of total contract value. The pre-bid EMD may be adjusted against the security. Conditions 25 and 48 repeat that same two-month security; it is not a second deposit. Condition 12 directs it to MSTC, while condition 48 names the Depot Manager’s office: confirm the official payment route. The unresolved contract duration also prevents a reliable total service-charge calculation. Stamp/notarisation costs and electricity installation and consumption are extra.

What can be forfeited or terminated?
Failing to pay the security or service charge after the LOI can forfeit the EMD and debar the bidder from future departmental auctions. Refusing possession also forfeits the EMD. Rent plus 18% GST is due before the 8th of each month: late rent up to ₹2,00,000 attracts ₹200 per day, and rent above that ₹500 per day. After one month, the agreement is terminated and rent and penalties recovered from security. Unauthorised alterations can terminate the agreement and forfeit security. Closure restrictions do not automatically suspend rent. Leaving early requires one month’s notice and payment of arrears and penalties.

Who can bid, and what business is allowed?
Condition 3 requires Indian citizenship and any two of the listed government identity/address documents before the auction; the highest bidder must submit them or lose the EMD. An insolvency affidavit is required. Blacklisted, debarred or defaulting bidders, those with a criminal case or litigation under the Public Premises Act face forfeiture under condition 52. The Depot Manager approves the business; subletting and changing the permitted use are prohibited. The department retains ownership. Inspect on the stated as-is basis and confirm any fit-out requirements, since alterations are prohibited and fire-safety arrangements are required before possession.

What is the thirtieth lot — Adda Fees?
Lot 1 is the right to collect bus-entry fees, not a shop or office. Its monthly Start Price is ₹44,01,000. The lot page lists ₹2,00,000 pre-bid EMD, but general condition 5’s Adda Fee table lists ₹1,00,000; that discrepancy is unresolved. Additional condition 1 requires one month’s rent plus GST and Tax Collected at Source (TCS) as security and another month plus those taxes as advance rent. PUNBUS and Punjab Roadways buses are exempt from the collection. This concession is outside the 29-premises totals and price range; confirm its deposit and contract terms separately.
